Item #14 <br />CITY OF COLTON <br />For the City Council Meeting <br />of May 20, 2003 <br />TO: Honorable Mayor and Councilmembers <br />FROM: Daryl Parrish, City Manager <br />SUBJECT: Adoption of Resolution Amending Resolution R-134-02, <br />amending Exhibit "B" and Adoption a Resolution Establishing <br />Fees for the Kiosk Directional Sign Program. <br />DATE: May 12, 2003 <br />Background <br />On November 19, 2002, the City Council adopted Resolution R-134-02, which established a <br />Kiosk Directional Sign Program (the "Program"). The Program was created to provide citizens <br />with a way -finding mechanism so that they can easily find residential subdivisions and/or RV <br />dealers. The Program was also created to provide a consistent, up-to-date appearance of the <br />kiosks. On April 15, 2003, the Council authorized the City Manager to negotiate with Temeka <br />Incorporated as the contractor to implement the Program. <br />Discussion <br />Design Specifications <br />After a series of meetings with the Temeka, they recommended, and staff concurs, that Exhibit <br />"B" of Resolution R-134-02, the sign specifications, be adjusted slightly. The modified design <br />establishes a color pattern for the two types of kiosks: residential and RV dealers. This will <br />enable a motorist to quickly identify the next directional sign, based on color. The kiosk for the <br />RV Dealers will have a dark blue background with white lettering; the residential kiosk will have <br />a dark gray background, with white lettering. <br />The modification will also allow more flexibility to incorporate a way -finding program for <br />municipal facilities. Although the design of this sign will differ from the residential and RV dealer <br />kiosks, it would complement them, providing a consistent, uniform look throughout the city. The <br />municipal signs will be placed at locations that have been previously designated as locations <br />(Exhibit "A" of Resolution R-134-02), subject to the City Engineer's approval, for the kiosks that <br />currently have several directional signs (i.e. Veteran's Hospital, Civic Center, Fire Station, Police <br />Department, etc.) in addition to other key gateways into the City. Temeka is currently in the <br />process of designing the municipal way -finding sign. The design and specific locations will be <br />brought back for Council consideration at a subsequent meeting. <br />Fees <br />Section 4 of Resolution R-134-02 provides that the sign contractor may charge a reasonable fee <br />to the users of the kiosks (User Fee) and that the contractor shall also pay a fee to the city for <br />administrative costs and for the benefit of operating the program (City Fee).
