Item #12 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF OCTOBER 7,2003 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER (�,) SUBJECT: APPROVE RESOLUTION REAFFIRMING AND ADOPTING THE MEASURE I FIVE YEAR CAPITAL IMPROVEMENT PROGRAM AND TWENTY YEAR TRANSPORTATION PLAN DATE: SEPTEMBER 29, 2003 BACKGROUND: In November 7, 1989, the San Bernardino County voters approved passage of Measure I authorizing San Bernardino Associated Governments (SANBAG), acting as the San Bernardino County Transportation Authority, to impose a one-half of one- percent retail and use tax. This tax revenue can only be used for transportation improvements and traffic management programs authorized in the Expenditure Plans as designated by the approved and adopted Five Year Capital Improvement Plan and the Twenty Year Transportation Plan. Measure I requires that each local jurisdiction receiving program revenues annually adopt a Five Year Capital Improvement Plan and a Twenty -Year Transportation Plan. Both the Five -Year and Twenty Year Plan outline the expenditure of the funds for specific projects. SANBAG provides the Measure I Revenue Estimate for Local Pass -Through Funds. As part of the County Wide Measure I Sales Initiative Program, the measure requires an annual adoption and update of the respective plans. ANALYSIS/DISCUSSION: In August 8, 2003, the City received notice from SANBAG, that it is necessary to conduct the annual update to the City's Measure I Plan. The attachments contain the respective project list consistent with the City's current Capital Improvement Plan. Proceeds from the annual pass through funds support the maintenance of City Streets. The greatest portion of the funding goes toward the major projects identified in the attached report. The five-year Plan is for the period of 2003 to 2008. The City of Colton has integrated two new projects for year 2007/2008 into the five-year plan. These projects are street improvements on Mt. Vernon Avenue, from Washington Street to "M" Street and phase 7 overlay/slurry seal pavement project. There is no other funding source projected for these two projects and the existing road improvements will not last beyond next five years.
