Item #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF OCTOBER 7,2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER (�,) <br />SUBJECT: APPROVE RESOLUTION REAFFIRMING AND ADOPTING THE <br />MEASURE I FIVE YEAR CAPITAL IMPROVEMENT PROGRAM <br />AND TWENTY YEAR TRANSPORTATION PLAN <br />DATE: SEPTEMBER 29, 2003 <br />BACKGROUND: <br />In November 7, 1989, the San Bernardino County voters approved passage of Measure I <br />authorizing San Bernardino Associated Governments (SANBAG), acting as the San <br />Bernardino County Transportation Authority, to impose a one-half of one- percent retail <br />and use tax. This tax revenue can only be used for transportation improvements and <br />traffic management programs authorized in the Expenditure Plans as designated by the <br />approved and adopted Five Year Capital Improvement Plan and the Twenty Year <br />Transportation Plan. <br />Measure I requires that each local jurisdiction receiving program revenues annually adopt <br />a Five Year Capital Improvement Plan and a Twenty -Year Transportation Plan. Both the <br />Five -Year and Twenty Year Plan outline the expenditure of the funds for specific projects. <br />SANBAG provides the Measure I Revenue Estimate for Local Pass -Through Funds. As <br />part of the County Wide Measure I Sales Initiative Program, the measure requires an <br />annual adoption and update of the respective plans. <br />ANALYSIS/DISCUSSION: <br />In August 8, 2003, the City received notice from SANBAG, that it is necessary to conduct <br />the annual update to the City's Measure I Plan. The attachments contain the respective <br />project list consistent with the City's current Capital Improvement Plan. Proceeds from <br />the annual pass through funds support the maintenance of City Streets. The greatest <br />portion of the funding goes toward the major projects identified in the attached report. <br />The five-year Plan is for the period of 2003 to 2008. <br />The City of Colton has integrated two new projects for year 2007/2008 into the five-year <br />plan. These projects are street improvements on Mt. Vernon Avenue, from Washington <br />Street to "M" Street and phase 7 overlay/slurry seal pavement project. There is no other <br />funding source projected for these two projects and the existing road improvements will <br />not last beyond next five years. <br />
