Zamora, Community Development Director <br />SUBJECT: Approval of Resolution to Initiate the Island Annexation for Area S-50 <br />DATE: September 2, 2003 <br />BACKGROUND: <br />California Government Code, Section 56375.3 authorizes the Local Agency Formation <br />Commission (LAFCO) to consider annexation of unincorporated islands consisting of 75 acres or <br />less that are substantially surrounded by the city to which annexation is proposed. These <br />proceedings must be initiated with the adoption of a resolution adopted by the affected city. <br />The City of Colton has six unincorporated islands within its current sphere of influence that qualify <br />for annexation proceedings under the Cortese -Knox -Hertzberg Local Government Reorganization <br />Act. (AB 1555). Area S-50 consists of four islands and 72 affected parcels generally located <br />along the east and west sides of La Cadena Drive, south of the Santa Ana River and Tropica <br />Rancho Road. <br />DISCUSSION/ANALYSIS: <br />Area S-50 contains 72 affected parcels including the following assessor parcels: 275-071-105 <br />through 275-071-153, 277-041-03 through 277-041-21, 277-042-18 through 277-042-38, 277- <br />051-01 through 277-051-05, 277-052-02 through 277-052-16, and 275-192-02 to 275-192-07. <br />The 72 parcels comprise approximately 106 acres. Annexation of Area S-50 would increase the <br />efficiency of services delivered by reducing irregular boundaries, avoiding duplication of services <br />and providing certainty to residents concerning the delivery of services. <br />FINANCIAL IMPACT: <br />As part of the annexation process, a significant requirement under the Cortese -Knox Hertzberg <br />Local Government Reorganization Act is that a plan for services be prepared and submitted to <br />LAFCO along with the annexation application. Staff previously contacted all affected departments <br />affected by the proposed annexation. All departments have indicated that annexation will not have <br />a negative fiscal impact on the City's ability to provide services. <br />However, prior to the completion of the annexation process, the City and County of San <br />Bernardino must negotiate and approve an agreement for the transfer of property taxes. This <br />agreement will specify the redistribution of property tax revenues upon annexation. Thus, the <br />property tax revenues that could result to the City are unknown at this time. <br />ENVIRONMENTAL IMPACT: <br />Previous Negative Declaration. The City Council previously approved a pre -zoning application for <br />the affected parcels. As part of the consideration of the pre -zoning, the City Council adopted a <br />
