Zamora, Community Development Director <br />Item #7 <br />SUBJECT: Approval of Resolution to Initiate the Island Annexation for Area S- <br />51 <br />DATE: September 2, 2003 <br />BACKGROUND: <br />California Government Code, Section 56375.3 authorizes the Local Agency Formation <br />Commission (LAFCO) to consider annexation of unincorporated islands consisting of 75 acres or <br />less that are substantially surrounded by the city to which annexation is proposed. These <br />proceedings must be initiated with the adoption of a resolution adopted by the affected city. <br />The City of Colton has six unincorporated islands within its current sphere of influence that qualify <br />for annexation proceedings under the Cortese -Knox -Hertzberg Local Government <br />Reorganization Act. (AB 1555). Area S-51 consists of two islands and twenty-five affected parcels <br />generally located along the east and west sides of Reche Canyon Road, just north of the San <br />Bernard ino/Riverside County Line. <br />DISCUSSION/ANALYSIS: <br />Area S-51 contains twenty-five affected parcels including the following assessor parcels: 284-212- <br />034 through 284-212-075 and 284-211-018 through 284-211-044. The twenty-five parcels <br />comprise approximately 57 acres and are currently developed with single family residential uses <br />and some vacant uses. Annexation of Area S-51 would increase the efficiency of services <br />delivered by reducing irregular boundaries, avoiding duplication of services and providing certainty <br />to residents concerning the delivery of services. <br />FINANCIAL IMPACT: <br />As part of the annexation process, a significant requirement under the Cortese -Knox Hertzberg <br />Local Government Reorganization Act is that a plan for services be prepared and submitted to <br />LAFCO along with the annexation application. Staff previously contacted all affected departments <br />affected by the proposed annexation. All departments have indicated that annexation will not have <br />a negative fiscal impact on the City's ability to provide services. <br />However, prior to the completion of the annexation process, the City and County of San <br />Bernardino must negotiate and approve an agreement for the transfer of property taxes. This <br />agreement will specify the redistribution of property tax revenues upon annexation. Thus, the <br />property tax revenues that could result to the City are unknown at this time. <br />ENVIRONMENTAL IMPACT: <br />
