Item #8 <br />CITY OF COLTON <br />AGENDAREPORT <br />FOR THE CITY COUNCM MEETING OF SEPTEMBER 2,2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHEI�, P.E., CITY ENGINEER <br />SUBJECT: APPROVE THE AUTHORIZING RESOLUTION AMENDING <br />BUDGET FOR FY 03-04 AND AUTHORIZATION REQUEST TO <br />SOLICIT PU13LIC BIDS FOR FY 02-03 SLURRY SEAL PROJECT - <br />PHASEI <br />DATE: AUGUST 21, 2003 <br />BACKGROUND: <br />In May 6, 2003, the City Council awarded an Engineering Design Services contract to GK and <br />Associates to do preliminary engineering and develop an inventory of streets within District 5 and 6 <br />that will qualify for the FY 02-03 Slurry Seal Project — Phase I. <br />Slurry seal is cold mixed asphalt Consisting of a graded aggregate, a binder, fines and additives. It is <br />a hard wearing Surfacing for pavement preservation. Slurry seals are use for sealing age and raveled <br />pavements, filling minor cracks, restoring skid resistance and aesthetic appeal, a�nd any area that <br />needs the asphalt pavement to be preserved. <br />GK and Associates recommended a total area of 174,080 square yards in District 5 and 177,467 <br />square yards in District 6 that will require slurry seal. The streets included in District 5 and District <br />6 are shown on the attached exhibit "A" and "B" respectively. The estimated cost of the project is <br />$300,000. <br />ANALYSIS/DISCUSSION: <br />The FY 02-03 Slurry Seal Project — Phase I is now ready for the public bidding process which will <br />be handled by the Public Serviers/Engineering Department. During this time, every attempt will be <br />made by the Engineering staff to ensure that a wide range of potential Bidders are reached by the <br />advertising process. The City will advertise in four (4) local newspapers and in several Plan Houses <br />where Contractors can view Plans, Specifications & Documents. <br />ENVIRONMENTAL IM[PACT: <br />The proposed public improvements are Exempt under Section 15301 (Existing Facilities) of the <br />California Environmental Quality Act (CEQA). <br />
