CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF APRIL 20, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: David R. Zamora, Community Development Director <br />Item #3 <br />SUBJECT: Consideration of a Specific Plan Amendment to amend the text and <br />maps of the Reche Canyon Specific Plan and a Tentative Tract Map <br />(TT#16249) for a 47-Lot Subdivision and Two (2) Open Space Lots, <br />and a Proposed Mitigated Negative Declaration with a Mitigation <br />Monitoring and Reporting Program. <br />DATE: February 9, 2004 <br />BACKGROUND: <br />Ralph Herzig is the applicant of a request for City Council approval of a Specific Plan Amendment <br />(SPA) to the Reche Canyon Specific Plan, that will create a new planning area within the Specific <br />Plan, Planning Area 9B, and will modify the existing land use designations located within the <br />proposed Planning Area 9B from Estate Density, Low Density, and Open Space to Estate Density <br />and Open Space, and amendments to the text and maps of the Specific Plan to incorporate the <br />project and maintain consistency among the Specific Plan policies. The applicant is also <br />requesting approval of Tentative Tract Map #16249, a proposal to subdivide approximately 40 <br />vacant acres into 47 single-family residential lots and two (2) letter lots #A and #B for open space <br />purposes. The property is located at the east terminus of Shadid Drive, east of Reche Canyon <br />Road within the boundaries of the Reche Canyon Specific Plan. Additionally, approval of a <br />Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program is also being <br />req uested . <br />Mr. Herzig's application was submitted in July 2001, and has been through a scrutinizing planning <br />process that has resulted in major revisions to the original proposal that included a"gated <br />community" consisting of 54 residential lots with lot sizes as small as 10,000 S.F. with private <br />streets, and deletion of an Equestrian Center that would board horses. In addition, the Planning <br />Commission held no less than four (4) Public Hearings, one (1) Public Workshop, and one (1) <br />Public Field Trip/Site Visit to the project area that provided the Commission the opportunity to walk <br />and visually observe the existing environment of the project site. <br />DISCUSSION/ANALYSIS: <br />This is the second residential subdivision located east of Reche Canyon Road within the <br />boundaries of the Reche Canyon Specific Plan that the City Council is being asked to consider <br />and approve. On May 20, 2003, the Council approved Tentative Tract Number 16289 by Paul <br />and Marion Schwadel Trust, to subdivide approximately 98 acres into 92 single-family residential <br />lots and four (4) open space lots. The Council also approved a Specific Plan Amendment (SPA) <br />to the Reche Canyon Specific Plan that established Planning Area 9A, which modified certain <br />portions of the Specific Plan text and maps to accommodate the project. <br />The Herzig project site is located immediately south of and adjacent to the Schwadel Trust <br />project, and is a very similar project. All of the proposed single-family residential lots are in <br />compliance with the Estate Density land use designation of the Reche Canyon Specific Plan, <br />which requires a minimum lot size of 20,000 Square Feet (SF). Both open space lots, "A" and "B", <br />will remain as open space. Lot "A" is a large open space area that is located on the north and <br />northeast portion of the 40-acre project site. It includes a prominent ridgeline that will remain <br />undisturbed. Lot "B" is a smaller portion of open space that is located at the southwest corner of <br />the 40-acre project site.
