CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF APRIL 20, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Tom Hendrix, Fire Chief ` <br />Item #14 <br />SUBJECT: Consideration and Approval of a Memorandum of Agreement <br />between the Bureau of Alcohol, Tobacco, Firearms and <br />Explosives and the City of Colton Fire Department for Re- <br />imbursement of Overtime Salary Costs Associated with the <br />Colton Arson Task Force <br />DATE: April 12, 2004 <br />BACKGROUND: <br />The Colton Fire Department's fire/arson investigation responsibilities are assigned to the <br />Colton Fire Department's Arson Task Force, which is comprised of five members from the <br />suppression ranks of the Department. These "Shift" investigators have received intense <br />training in all aspects of fire and arson investigation and are actively pursuing all avenues <br />available to receive additional training and experience. <br />In 2002 the Colton Arson Task Force participated in the formation of the East Valley <br />Investigative Network (E.V.I.N.), which is comprised of local area fire and law <br />enforcement agencies. This group, which includes the San Bernardino County Sheriffs, <br />the San Bernardino County District Attorney's Office and the Bureau of Alcohol, Tobacco, <br />Firearms and Explosives, together with local City Fire Departments, is dedicated to <br />providing a local support network of professionals to address the growing fire/arson <br />problem in our communities. <br />DISCUSSION/ANALYSIS: <br />The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is currently entered in <br />an agreement with the City of Riverside for the purpose of reimbursing overtime and other <br />costs incurred by the Department in providing resources to assist ATF in Riverside Arson <br />Task Force Investigations. At this time, ATF is offering the same Memorandum of <br />Agreement to other members of E.V.I.N. to enhance their operations in San Bernardino <br />County. <br />This Agreement provides for the reimbursement of overtime expenses and other costs <br />including but not limited to: travel, fuel, training and equipment as it relates to work <br />performed by the Colton Arson Task Force with ATF for the purpose of conducting official <br />investigations. Additionally, this arrangement with ATF provides for the following: <br />• A maximum reimbursement of overtime costs to any one investigator not to <br />exceed $14,000.00 during any fiscal year, October 1 — September 30. <br />• ATF will provide training on a local level and at ATF facilities. <br />
