Item #15 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF April 20, 2004 <br />TO: HONORABLE MAYOR & CITY COUNCIL <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR 0?/ <br />SUBJECT: AWARD OF BID FOR AN ANNUAL WEED ABATEMENT CONTRACT TO <br />KINKO WEED ABATEMENT IN AN ESTIMATED AMOUNT NOT TO EXCEED <br />$40,000. <br />DATE: APRIL 12, 2004 <br />BACKGROUND <br />The Fire Department administers a weed abatement program to help prevent brush fire hazards <br />on private property. The property owners are notified that their property must be abated of <br />weeds by a certain date, and if the property owner fails to comply, the City's weed abatement <br />contractor will accomplish the work. The property owner will then be assessed on their next <br />property tax bill for the cost of the weed abatement plus a $100 per lot administrative fee. <br />DISCUSSION/ANALYSIS <br />On March 11, 2004, the Central Services Division advertised for sealed bids for an annual weed <br />abatement contract. In addition, bid packages were sent to eight (8) prospective bidders. The <br />bid opening was held at 10:30 a.m., March 29, 2009, in the Central Services office. One bid <br />was received from Kinco Weed Abatement. This vendor is currently under contract with the City <br />and providing the City with Weed Abatement Services. The City's Purchasing Ordinance does <br />not prohibit the City Council from awarding a contract to a single bidder. The City will have the <br />option of renewing this contract two consecutive years for a period of one (1) year at a time. <br />ALTERNATIVES <br />None <br />FINANCIAL IMPACT <br />The Fire Department budgeted $40,000 for this expense in their weed abatement professional <br />services account number 100-6090-6093-2350. All costs will be recovered from the individual <br />property owners. <br />ENVIRONMENTAL IMPACT <br />Weed abatement is a preventative measure to stop brush fires which destroy the environment. <br />RECOMMENDATION <br />Staff recommends that the City Council award an annual contract to Kinco Weed Abatement in <br />an estimated amount of $40,000. <br />
