CITY OF COLTON <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of June 1, 2004 <br />Item #16 <br />TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE COLTON UTILITY AUTHORITY <br />FROM: ERIC FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONS <br />SUBJECT: REQUEST TO ACCEPT PERMANENT EASEMENT FROM U.S. XPRESS ENTERPRISES, <br />INC., FOR CONSTRUCTION, OPERATION, AND MAINTENANCE OF SEWER <br />FACILITIES AND OTHER PUBLIC UTILITIES AND RELATED APPURTENANCES <br />DATE: May 19, 2004 <br />BACKGROUND <br />One of the conditions put forth by US Xpress, Inc., for locating their facilities in the City was that we <br />provide sewer service on Riverside Avenue. As an interim measure, US Xpress has been using on-site <br />wastewater collection and storage facilities, and then hauling the waste to the City's Wastewater <br />Treatment Plant by truck. <br />DISCUSSION / ANALYSIS <br />The City is designing wastewater facilities from Agua Mansa Road to Riverside Avenue, including a <br />Gravity Sewer Line, Lift Station and Force Main. These facilities will accommodate businesses within the <br />City of Colton, including AZ Bus Sales as well as future projects along Riverside Avenue. Through an <br />agreement with the City of Rialto, the wastewater will be treated there. <br />CONFLICT OF INTEREST - Disclosure Requirements <br />Company: U.S. Xpress Enterprises, Inc. <br />President: Patrick E. Quinn, President and Co -Chairman <br />Contact: Same <br />FINANCIAL IMPACT <br />In their desire to obtain sewer service, US Xpress has deeded their property to the City at no cost. <br />ENVIRONMENTAL IMPACT <br />The initial study was completed by Chambers Group some time ago and a Negative Declaration has <br />been adopted for the project. <br />Staff recommends that the Colton Utility Authority accept, on behalf of the City of Colton, the Grant of <br />Easement by US Xpress, Inc., as presented, which will allow the City to install wastewater facilities from <br />Agua Mansa Road to Riverside Avenue. Staff further recommends that the easement be submitted to <br />the San Bernardino County Recorder's Office for official recordation. <br />Report Prepared by: Eric R.
