t Item #3 2 ORDINANCE NO. 0-06-04 3 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, AMENDING THE EXISTING REDEVELOPMENT PLANS 4 TO DOWNTOWN NO. 1, DOWNTOWN NO. 2, COOLEY RANCH, SANTA ANA RIVER, WEST VALLEY PROJECT AREA, AND MT. 5 VERNON PROJECT AREAS, CONCERNING TIME LIMITATIONS FOR ISSUING DEBT PURSUANT TO SB 211. 6 WHEREAS, the City Council of the City of Colton adopted the following 7 Redevelopment Project Areas: Ordinance No. 1179 adopting Downtown No. 1 Project Area on 8 January 15, 1964; Ordinance No. 1264 adopting Downtown No. 2. Project Area on January 18, 9 1965; Ordinance No. 1478 adopting Cooley Ranch Project Area on July 29, 1975 and amended 10 by Ordinance No. 1559 on January 16, 1979, by Ordinance No. 1574 on December 18, 1979 and 11 12 by Ordinance No. 0-8-86 on June 3, 1986; Ordinance No. 1632 adopting Santa Ana River 13 Project Area on December 29, 1982, Ordinance 0-10-86 adopting West Valley Project Area on 14 July 15, 1986 and amended by Ordinance No. 0-9-87 on June 30,1987; Ordinance No. 0-8-87 15 adopting Mt. Vernon Corridor Project Area on June 30, 1987; and 16 WHEREAS, pursuant to Senate Bill 211, which became effective on January 1, 17 2002 ("SB 211"), all redevelopment plans which contain specific time limits on the establishment 18 of loans, advances and indebtedness may be amended to eliminate said time limitations; and 19 WHEREAS, the Redevelopment Plans for the existing Redevelopment Project 20 Areas in the City of Colton as mentioned may be amended to conform with SB 211; and 21 WHEREAS, in adopting an ordinance pursuant to Health and Safety Code 22 §33333.6(e)(2) to amend a Redevelopment Plan in accordance with SB 211, neither the City 23 Council of the City of Colton nor the Redevelopment Agency for the City of Colton is required to 24 comply with Division 24 of Part 1 of Article 12, commencing with Health and Safety Code §33450 25 which sets forth requirements for amending redevelopment plans. 26 27 28 RVPUBMXW529585
