Item #10
CITY OF COLTON
AGENDA REPORT
FOR THE CITY COUNCIL MEETING OF NOVEMBER 16, 2004
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: AMER JAKHER, P.E., CITY ENGINEER
SUBJECT: APPROVE AMENDMENT TO CONTRACT OF ROQUET
PAVING, INC. FOR ASPHALT OVERLAY OF IOWA AVE.
(FROM I-215 BRIDGE TO JACK IN THE BOX).
DATE: NOVEMBER 9, 2004
BACKGROUND:
This project is located on Iowa Avenue from the south end of the Caltrans Bridge that crosses
over 1-215 to the end of new paving in front of Jack in the Box restaurant. Pavement Recycling,
Inc. performed cold plane removal of asphalt since the original plan was the City Street crews will
perform the asphalt overlay. Due to strict Caltrans permitting requirements and limited hours of
work allowed on freeway right of way, City decided to hire the services of Roquet Paving, Inc. to
perform the asphalt overlay. The scope of work of the project included 32,000 square feet of 2"
asphalt overlay and installation of petromat fabric.
ANALYSIS/DISCUSSION:
Roquet Paving, Inc. original contract agreement (dated April 20, 2004) in the amount of
$16,050.00 is to install 20,000 square feet of asphalt overlay without the petromat fabric. Due to
the condition of existing road, additional 12,000 square feet of pavement was added to the
contract. City also decided to add the petromat fabric at a cost of $5,107.15 for longer life and
durability of pavement. Roquet's original asphalt unit cost proposal was $73.48/tons. Since there
is a considerable increase in asphalt quantities, from 240 tons to 385.13 tons, they agreed to
lower the unit cost to $64.95/tons. The total for the new scope of work is $30,121.35
CONFLICT OF INTEREST:
Exact Business Name: Roquet Paving, Inc.
President or equal: Michael Roquet
Contact or representative: Michael Roquet
ENVIRONMENTAL IMPACT:
The proposed public improvements are exempt under CEQA Section 15301 (b) — Repairs of
existing highways and streets.
