CITY OF COLTON
AGENDA REPORT Item #3
FOR COUNCIL MEETING OF OCTOBER 5, 2004
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: Daryl Parrish, City Manager
SUBJECT: Resolution Opposing Proposition No. 68 — Gaming Revenue Act 2004
DATE: September 27, 2004
BACKGROUND:
At its July meeting, the League of California Cities Board of Directors voted to OPPOSE
Proposition 68, "The Gaming Revenue Act of 2004". Proposition 68 is supported by the racetrack
and card club owners. This Proposition is on the November 2004 Ballot as an initiative that seeks
to place casinos in cities and suburbs throughout the state, without limitation or control by local
communities. New casinos are anticipated to be larger than three Las Vegas casinos, combined.
Yet, they would be exempt from the environmental review process that protects local land use
plans, water supplies, air quality and required mitigation of traffic impacts. Proposition 68 monies
come with so many "conditions" it would reduce local control, require additional state mandates,
and over burden cash-strapped local police, sheriff and fire departments. If this proposition
passes, it will have a direct impact on cities.
DISCUSSION/ANALYSIS:
League of California Cities opposes Proposition 68 and urges public awareness of the impending
dangers if this Proposition passes. The City of Colton also takes action by way of a Resolution
Opposing Proposition 68 (attached).
FINANCIAL IMPACT:
Undetermined: Costly burden and its ultimate impact will be shifted to taxpayers.
ENVIRONMENTAL IMPACT:
Undetermined. Exempts its backers from state and local zoning and environmental laws,
including the California Environmental Quality Act (CEQA). Local governments would not be
able to protect land, water, air quality resources.
CONFLICT OF INTEREST Gift Disclosure Requirements
RECOMMENDATION:
That the City Council approve the attached Resolution opposing Proposition 68 — The Gaming
and Revenue Act 2004.
Attachment:
Prepared by:
REVIEW TEAM ONLY
City Attorney:0
City Manager:
Resolution
Adelfa Flores, Executive Assistant/Council Office Manager
Finance Director: ✓`
OTHER: ,
