Item #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 19, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., City Engineer <br />SUBJECT: Approve Resolution to Increase the CIP Budget for Fiscal Year <br />2004/2005 For the Construction Phase I of 3-5 Storm Drain Project <br />from various funding sources. <br />DATE: October 11, 2004 <br />BACKGROUND: <br />The scope of the Comprehensive 3-5 Storm Drain Project includes construction of a parallel 108 inch <br />reinforced concrete pipe (RCP) across major transportation facilities (such as the Union Pacific <br />Railroad and Interstate 10), construction of a 9 foot by 8foot pre -cast reinforced concrete box and <br />connection to other facilities in later phases of the project. Currently, the City is in the process of <br />beginning the construction of Phase I the project is divided up into five (5) Phases. Phase I of the <br />project will run from Cypress at Valley to Rancho Avenue at the 1-10 interchange. <br />DISCUSSION/ANALYSIS: <br />The projects funding sources are as follows: Environmental Protection Agency (EPA) Grant, Caltrans, <br />San Bernardino Flood Control District, Arrowhead Medical Center Fund and Community Facilities <br />District (CFD) 89-2 Construction Fund. Currently, the City has received confirmation that both grants <br />which were submitted for by the City were approved. One grant is in the amount of $192,900 and the <br />second is in the amount of $388,000; the total amount that the City can be reimbursed for by the EPA <br />totals $580,900. Caltrans and the San Bernardino Flood Control District have not yet provided the <br />minutes needed for documentation but are in the process of finalizing the documentation showing the <br />needed approval. The CFD 89-2 Construction Fund set up for the construction of this project has not <br />been used and is still available for its original intent; the amount available in the improvement fund and <br />the interest earnings from this fund is approximately $459,411. <br />FINANCIAL IMPACT: <br />The total estimated project cost for Phase I is $2,725,130. The project was originally budgeted for <br />$425,760.50 to cover only the design costs for Phases I — III. Staff is recommending budgeting <br />$459,411 available CFD 89-2 Construction Fund (account number 450-6632-6985-3890), $580,900 of <br />EPA funds (account number 450-6632-6980-3890) and $654,058.50 available from Arrowhead <br />Medical Center Fund (account number 754-6632-6850-3890). This will bring the construction budget <br />to $2,120,130. An additional $605,000 will be allocated to the project once proper documentation is <br />received by the City from Caltrans and the San Bernardino Flood Control District. This will bring the <br />total budget for this project to $2,725,130. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable. <br />
