Item #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 19, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., City Engineer <br />SUBJECT: Approve Memorandum of Agreement (MOU) Between The City Of <br />Colton And The City Of Rialto and Approve Resolution to Include <br />Traffic Signalization Project at Riverside Avenue and Agua Mansa <br />Road For Fiscal Year 2004-2005. <br />DATE: October 11, 2004 <br />BACKGROUND: <br />The intersection of Riverside Avenue and Agua Mansa Road has been identified to need a signal <br />due to the heavy volume of traffic, the City of Rialto and the City of Colton both share the <br />intersection. Both cities affected by the traffic flow at this intersection having identified the need <br />have distributed the tasks involved in installing signals at this intersection; currently this intersection <br />exists as a four way stop. <br />DISCUSSION/ANALYSIS: <br />Per the Memorandum of Understanding (MOU) the City of Rialto will take the lead agency in the <br />design role of this project and the City of Colton will act as the lead for the construction phase of <br />the project. The City of Colton is responsible for 25% of the total Project's costs. The full scope of <br />the project is: signalizing the intersection that will involve construction of missing intersection <br />infrastructure and street improvements such as curb, gutter, sidewalk and handicap ramps as well <br />as re -stripping as needed. The City of Rialto has already approved the MOU. <br />FINANCIAL IMPACT: <br />The project will be funded by the City of Rialto providing 75% of costs ($171,000) and the City of <br />Colton providing 25% of costs ($57,000). The project's total costs are estimated at $228,000. This <br />project was identified in the City's Capital Improvement Project Program for fiscal year 2004-2005 <br />as Project III -46. <br />The funding for this Project will be used from the Measure I funds initially allocated to CIP Project <br />II -1, in the amount of $61,354. However, since the Electric Department and the RIX (Rapid <br />Infiltration and Extraction) Facility will be paying for all of Project II -1 costs the Measure I funds to <br />be used for Project 11-1 are no longer needed for Project 11-1; the RIX Facility is complying to an <br />Agreement the City entered into with the Santa Ana Watershed Project Authority on February 91n <br />1994 which commits it to all costs incurred in the repair of the section of Agua Mansa Road that <br />runs parallel to its Facility. The City will incorporate this change in its use of Measure I funds in its <br />2005/2006 Meausure I Five Year Plan. Thus, the $61,354 initially anticipated to be used for <br />Project II -1 can be used for the Traffic Signalization Project at Riverside Avenue and Agua Mansa <br />Road (Project III -46). The expenditure account number 450-0537-6970-3890 will be budgeted at <br />the reimbursement amount of $61,354 to cover the City's local share of the Project's cost. <br />7/10/03 City Clerk's Office Cb <br />
