Item #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF SEPTEMBER 7, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER ID <br />SUBJECT: AUTHORIZATION REQUEST TO REJECT ALL BIDS AND TO <br />SOLICIT ANOTHER BID FOR THE CONSTRUCTION OF FIRE <br />TRAINING TOWER PROJECT <br />DATE: AUGUST 29, 2004 <br />BACKGROUND: <br />On June 1, 2004, the City Council approved the request to solicit public bids for new steel training <br />tower for Fire Department. The existing Fire Department training tower was originally built in <br />1957, by Fire Department personnel. The structure consists of telephone poles at each corner with <br />three tier platforms with 2x4 and 2x6 construction, attached at 10 -foot intervals. In 1962 the <br />tower was enclosed and windows, doors, and an interior stairway constructed to simulate <br />conditions found in a multi -story structure. The tower was constructed without the benefit of <br />engineered plans, nor reviewed for compliance with existing building codes at that time. <br />On August 12, 2004, staff received formal proposals from two (2) firms, with their corresponding <br />bid amount as follows: <br />1. Horizon CCI Services, Inc. — Anaheim, Ca. $ 220,787.00 <br />2. Meadows Construction Services Inc.- Riverside, Ca. $ 360,462.00 <br />ANALYSIS/DISCUSSION: <br />Subsequent to the bid opening, an unopened bid document was discovered by the City Clerk's <br />office. The bid document was not date and time stamped, therefore it was returned unopened to the <br />bidder, WRG Fire Training Simulation Systems, Inc. of Sherwood, Oregon. On August 25, 2004, <br />the City received a letter from WRG protesting the bid opening, indicating that their Bid <br />Documents (shown on Exhibit A) were received by the City prior to the bid opening deadline. <br />Under the circumstances, staff recommends that the current bids shall be rejected and the Project <br />shall be re advertised. <br />CONFLICT OF INTEREST: <br />None. <br />
