Item #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF SEPTEMBER 7, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: ADOPT RESOLUTION RESTRICTING PARKING DURING HOURS OF <br />STREET SWEEPING OPERATIONS ON CERTAIN STREETS (SOUTH OF <br />COOLEY LANE AND NORTH OF COOLEY DRIVE). <br />DATE: AUGUST 30, 2004 <br />BACKGROUND: <br />Public Services Department has received various calls in the recent months, from the residents of the <br />subdivision located at the southeast comer of Cooley Drive and Cooley Lane, regarding standing <br />water in the streets. Staff has determined that adequate street sweeping will substantially reduce the <br />amount of debris build up in the gutters and lead to better flow of water. Therefore, staff is <br />recommending that parking be restricted during hours of street sweeping operation in order to allow <br />the sweeper to adequately clean the streets. The affected streets are Cherrywood Street, Cottonwood <br />Drive, Sugarpine Lane, Oak Glen Lane, Aspen Lane, Forest Drive, Orchard Lane, Elm Drive, Torrey <br />Pines Drive, Ash Tree Lane, Pepper Tree Drive, Clear Creek Lane, Oak Leaf Drive, Alder Lane and <br />Beech Lane. <br />ANALYSIS/DISCUSSION: <br />The street sweeper currently has to maneuver around any parked vehicle leaving large sections of the <br />street unaffected. This action will cause the streets to be free of automobiles during street sweeping <br />operation and provide for a cleaner neighborhood. <br />The parking shall be restricted from 7:00 A.M. to 11:00 A.M. on every Tuesday, except holidays. <br />CONFLICT OF INTEREST: <br />None <br />ENVIRONMENTAL I MIPACT: <br />None <br />FINANCIAL/FISCAL IMPACT: <br />The initial cost to implement this program is approximately $600.00 for the installation of 4 signs. <br />There is additional cost in the continued enforcement. That cost could be potentially be offset by <br />revenues derived from any citations issued <br />
