Item #14 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF SEPTEMBER 7, 2004 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER SUBJECT: ADOPT RESOLUTION RESTRICTING PARKING DURING HOURS OF STREET SWEEPING OPERATIONS ON CERTAIN STREETS (SOUTH OF COOLEY LANE AND NORTH OF COOLEY DRIVE). DATE: AUGUST 30, 2004 BACKGROUND: Public Services Department has received various calls in the recent months, from the residents of the subdivision located at the southeast comer of Cooley Drive and Cooley Lane, regarding standing water in the streets. Staff has determined that adequate street sweeping will substantially reduce the amount of debris build up in the gutters and lead to better flow of water. Therefore, staff is recommending that parking be restricted during hours of street sweeping operation in order to allow the sweeper to adequately clean the streets. The affected streets are Cherrywood Street, Cottonwood Drive, Sugarpine Lane, Oak Glen Lane, Aspen Lane, Forest Drive, Orchard Lane, Elm Drive, Torrey Pines Drive, Ash Tree Lane, Pepper Tree Drive, Clear Creek Lane, Oak Leaf Drive, Alder Lane and Beech Lane. ANALYSIS/DISCUSSION: The street sweeper currently has to maneuver around any parked vehicle leaving large sections of the street unaffected. This action will cause the streets to be free of automobiles during street sweeping operation and provide for a cleaner neighborhood. The parking shall be restricted from 7:00 A.M. to 11:00 A.M. on every Tuesday, except holidays. CONFLICT OF INTEREST: None ENVIRONMENTAL I MIPACT: None FINANCIAL/FISCAL IMPACT: The initial cost to implement this program is approximately $600.00 for the installation of 4 signs. There is additional cost in the continued enforcement. That cost could be potentially be offset by revenues derived from any citations issued
