Item #20 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF APRIL 5, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION AUTHORIZING THE PUBLIC SERVICES <br />DEPARTMENT SUBMITTAL OF THREE HAZARD ELIMINATION <br />SYSTEM PROGRAM GRANTS, REQUESTING FUNDS TOTALING <br />$ 555,500. <br />DATE: <br />MARCH 28, 2005 <br />BACKGROUND: <br />The Hazard Elimination Safety (HES) Program provides funds for safety improvements on any <br />public road, surface transportation facility, bicycle or pedestrian pathway, and traffic calming <br />improvements. The funds are provided to aid local agencies to improve their transportation <br />system so that accident prone areas are improved for public safety. <br />The Transportation Efficiency Act for the 21s` Century (TEA -21) of 1998 requires that ten percent <br />of the Surface Transportation Program (STP) funds be made available for safety programs. <br />Caltrans oversees the annual call for HES projects. The HES funds apply to those projects which <br />meet one of the following two category requirements: safety index and work type. Safety Index <br />projects are determined by the level of accidents the proposed improvement would deter based <br />on number of accidents that have occurred at the proposed site during the past three years and <br />the type of improvement. Work Type projects are any projects which do address traffic safety <br />concerns but do not have the ability to quantify data to submit a 'Safety Index Calculation Form.' <br />DISCUSSION/ANALYSIS: <br />Based on the most current information retrieved from SWITRS, an accident database, staff is <br />recommending three grant submittals for 2005/2006 HES funds: <br />• Upgrades to the existing traffic signals at the intersection of Mt. Vernon Avenue & Cooley <br />Drive and Mt. Vernon Avenue & Olive Street. Estimated project costs of $165,000. <br />• Construction of stamped concrete median along Valley Boulevard near 10th Street. <br />Estimated costs of $140,000. <br />• The replacement of 8 inch signal heads with 12 inch signal heads and installation of <br />missing back plates at selected locations within the City. Estimated costs of $60,000. <br />• Installation of a three way signal at the intersection of La Cadena Drive and Rancho <br />Avenue Estimate costs $190,000. <br />The total HES funding request would be $555,500. <br />FINANCIAL IMPACT: <br />The HES funding requests requires a ten <br />Traffic Impact Fees collected for fiscal <br />available in account 249-7829. <br />7/10/03 City Clerk's Office Cb <br />(10) percent match for which the City anticipates using <br />year 2004/2005 in the amount of $55,500, which are <br />
