R- <br />23-05 TO CHANGE THE DATE OF HUNT LANE STREET <br />CLOSURE AND AUTHORIZE THE CITY MANAGER TO <br />APPROVE CHANGES IN DATE (IF NEEDED) FOR THESE <br />STREET CLOSURES <br />DATE: MARCH 11, 2005 <br />On March 15, 2005 the City Council approved a resolution authorizing the temporary street closure <br />of Hunts Lane (west side only) from April 3, 2005 through April 7, 2005 from Commercial Drive <br />to Club Center Drive for the purpose of repairing the railroad track. The railroad company (Union <br />Pacific Railroad) failed to perform the work on the requested date. On April 11, 2005 City staff <br />received a request from Advance Warnings to change the date of Hunts Lane temporary street <br />closure to April 20-24, 2005 and May 1-4, 2005 instead of April 3-7, 2005. Advance Warning of <br />Reno, Nevada is a traffic control company specialist that handles Union Pacific Railroad projects. <br />Hunts Lane falls on the boundary between City of Colton and City of San Bernardino. The west <br />side is City of Colton's jurisdiction while the east side is City of San Bernardino. <br />DISCUSSION/ANALYSIS: <br />It is anticipated that the first temporary street closure will start from April 20, 2005 through April <br />24, 2005 for five (5) day duration and come back on May 1, 2005 through May 4, 2005 for four (4) <br />day duration to complete the remaining portion of track repair. For the proposed detour (see Exhibit <br />A), north bound traffic can take Commercial Road to Waterman Avenue. South bound traffic can <br />take Redlands Blvd. or Club Center Drive to Waterman Avenue. Advance Warning will notify all <br />the emergency services, school districts and the City of San Bernardino regarding the detail and <br />scope of the street closure. <br />FINANCIAL IMPACT: <br />There is no financial impact for the City of Colton associated with the street closure. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under CEQA Section 15301 — Repair and <br />maintenance of existing facilities with no expansion of an existing use. <br />
