ITEM #2
CITY OF COLTON
AGENDA REPORT
FOR THE COUNCIL MEETING OF AUGUST 2, 2005
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: David R. Zamora, Community Development Director
SUBJECT: Consideration of a General Plan Amendment from Low Density
Residential to Office/Business Park, Zone Change from R-1 (Single
Family Residential) to BP (Office/Business Park), and Approval of a
Negative Declaration for two parcels of property located at 1220 and
1228 Center Drive (Assessor Parcel Numbers 0276-162-08 and 09).
DATE: July 21, 2005
BACKGROUND:
On November 23, 2004, the Planning Commission directed the Community Development
Department to process a General Plan Amendment from Low Density Residential to
Office/Business Park, and a Zone Change from R-1 (Single Family Residential) to BP
(Office/Business Park) for two parcels located at 1220 and 1228 Center Drive (Assessor Parcel
Numbers 0276-162-08 and 09). The two parcels, approximately 22,078 -square feet, are
presently developed with a residential structure and commercial uses. A Lot Merger is required to
consolidate both parcels into a single parcel. There are no development plans proposed at this
time. Future development consistent with the proposed Office/Business Park designation and
zoning will require submittal of building and design plans to the City for review and consideration.
ANALYSIS/DISCUSSION:
At the direction of the Planning Commission, the Community Development Department is
requesting approval of a General Plan Amendment from Low Density Residential to
Office/Business Park, and a Zone Change from R-1 (Single Family Residential) to BP
(Office/Business Park) and a Environmental Negative Declaration for two parcels located at 1220
and 1228 Center Drive (Assessor Parcel Numbers 0276-162-08 and 09). The properties
currently contain a residence and business on site and adjoin Office/Business zoning and uses to
the north, east and west, and R-1 (Single Family Residential) zoning and use to the south. The
proposed BP (Office/Business Park) General Plan and zoning designation will provide for the
continued use of the existing business on site while allowing future expansion.
Staff has concluded that the properties were mistakenly designated residential in April 1, 1980
through zone reclassification Ordinance1583. The property owner has always intended to
continue the existing commercial uses on site and to maintain the opportunity to develop future
office/business uses in the future. The proposed Zone Change will not change the existing uses
on site, and any expansion will be limited in its effects on the surrounding residential environment
through the required development standards. A Lot Merger is required to consolidate both
parcels into a single parcel which will meet minimum lot size and dimensions for this proposed
zoning.
The Commission adopted Resolution Number R-04-05, which is a recommendation to the City
