Zamora, Community Development Director <br />SUBJECT: Consideration of a General Plan Amendment from Low Density <br />Residential to Office/Business Park, Zone Change from R-1 (Single <br />Family Residential) to BP (Office/Business Park), and Approval of a <br />Negative Declaration for two parcels of property located at 1220 and <br />1228 Center Drive (Assessor Parcel Numbers 0276-162-08 and 09). <br />DATE: July 21, 2005 <br />BACKGROUND: <br />On November 23, 2004, the Planning Commission directed the Community Development <br />Department to process a General Plan Amendment from Low Density Residential to <br />Office/Business Park, and a Zone Change from R-1 (Single Family Residential) to BP <br />(Office/Business Park) for two parcels located at 1220 and 1228 Center Drive (Assessor Parcel <br />Numbers 0276-162-08 and 09). The two parcels, approximately 22,078 -square feet, are <br />presently developed with a residential structure and commercial uses. A Lot Merger is required to <br />consolidate both parcels into a single parcel. There are no development plans proposed at this <br />time. Future development consistent with the proposed Office/Business Park designation and <br />zoning will require submittal of building and design plans to the City for review and consideration. <br />ANALYSIS/DISCUSSION: <br />At the direction of the Planning Commission, the Community Development Department is <br />requesting approval of a General Plan Amendment from Low Density Residential to <br />Office/Business Park, and a Zone Change from R-1 (Single Family Residential) to BP <br />(Office/Business Park) and a Environmental Negative Declaration for two parcels located at 1220 <br />and 1228 Center Drive (Assessor Parcel Numbers 0276-162-08 and 09). The properties <br />currently contain a residence and business on site and adjoin Office/Business zoning and uses to <br />the north, east and west, and R-1 (Single Family Residential) zoning and use to the south. The <br />proposed BP (Office/Business Park) General Plan and zoning designation will provide for the <br />continued use of the existing business on site while allowing future expansion. <br />Staff has concluded that the properties were mistakenly designated residential in April 1, 1980 <br />through zone reclassification Ordinance1583. The property owner has always intended to <br />continue the existing commercial uses on site and to maintain the opportunity to develop future <br />office/business uses in the future. The proposed Zone Change will not change the existing uses <br />on site, and any expansion will be limited in its effects on the surrounding residential environment <br />through the required development standards. A Lot Merger is required to consolidate both <br />parcels into a single parcel which will meet minimum lot size and dimensions for this proposed <br />zoning. <br />The Commission adopted Resolution Number R-04-05, which is a recommendation to the City <br />
