CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 20, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR <br />ITEM #11 <br />SUBJECT: APPROVE REQUEST FOR RECLASSIFICATION OCCASIONED BY <br />DEPARTMENT REORGANIZATION <br />DATE: DECEMBER 09, 2005 <br />BACKGROUND: <br />Under provisions of Administrative Policy 4.05.330, an employee or department head may request <br />that a classification study be formally conducted "...at any time provided that such requests cannot <br />be made more than once a year..." The process directs that certain steps be taken and it request <br />input and approval of the immediate supervisor and department head. The Human Resources <br />Director reviews and evaluates the Position Questionnaire and submits a recommendation to the <br />City Manager for approval or denial. A timeline is strictly observed to protect the employee's <br />appeal rights. <br />On October 17, 2005, an employee submitted a request for reclassification form. On November 1, <br />the employee, an Office Support Floater, submitted all the required documents to the Human <br />Resources Department. The City Manager has approved the request on December 1. <br />DISCUSSION/ANALYSIS: <br />The Office Floater has been assigned to the Human Resources Department since January 2005 <br />as a result of the departure of the Human Resources Executive Assistant, in October 2004. The <br />position reports directly the Human Resources Director. As the only clerical staff member, this <br />position has many responsibilities that should be assigned to a higher classification; thus, the <br />request for the reclassification. Some of these responsibilities include: accounts payable duties for <br />Human Resources, reimbursement for executive medical, tuition, optical, retiree health, and <br />certification. Responsibilities also include writing various letters for the Human Resources Director <br />as well as maintaining his calendar; coordinating and setting up city/wide training workshops. This <br />position also serves as the point of contact for the Department of Transportation (DOT) testing <br />program as required by the California Highway Patrol and is also responsible for the upkeep and <br />maintenance of these files and various other duties essential to the Human Resources <br />Department. <br />Following Human Resources' study, and the department head's recommendation, the proposed <br />classification study recommendation and applicable salary range are listed below: <br />The employee's reclassification is retroactive to November 1, which was when all the required <br />documents were submitted to Human Resources. <br />Current <br />Proposed <br />Department <br />Classification <br />Classification <br />Proposed Monthly Salary Range <br />HR <br />Office Support <br />Sr. Office <br />$2,644 Step "A" to $3,214 Step "E" <br />Department <br />Floater <br />Specialist11 <br />The employee's reclassification is retroactive to November 1, which was when all the required <br />documents were submitted to Human Resources. <br />
