CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JANUARY 18, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES MANAGER Y/ <br />Item #8 <br />SUBJECT: APPROVE REQUEST FOR RECLASSIFICATION OCCASIONED BY <br />DEPARTMENT REORGANIZATION <br />DATE: JANUARY 4, 2005 <br />BACKGROUND: <br />Under provisions of Administrative Policy 4.05.330 and approved modification, an employee may <br />request that a classification study be formally conducted "...at any time provided that such requests <br />cannot be made more than once a year..." The process directs that certain steps be taken and it <br />request input and approval of the immediate supervisor and department head. The Human <br />Resources Manager reviews and evaluates the Position Questionnaire and submits a <br />recommendation to the City Manager for approval or denial. A timeline is strictly observed to <br />protect the employee's appeal rights. <br />On December 13, 2004, the employee submitted all the required documents to the Human <br />Resources office. <br />DISCUSSION/ANALYSIS: <br />Up until 2003, the City Manager's office had two clerical positions; one would oversee the <br />executive level duties and the other had general clerical oversight. When this clerical position in <br />the City Manager's office transferred to another department, all of the duties were assigned to the <br />subject employee. Said employee also assists the Redevelopment Agency and other department <br />directors when appointments are needed with the City Manager and Assistant City Manager. In <br />addition, the subject employee has had to work on confidential material as it directly relates to the <br />City Manager, Assistant City Manager, Redevelopment Agency Manager and other department <br />heads. <br />The classification for the Executive Assistant in the Executive unit is typically assigned to those <br />whose duties and responsibilities involve confidential information (i.e., the Police Department, <br />Human Resources, and City Council are departments that have a confidential level Executive <br />Assistant). <br />Following Human Resources' study, and the department head's recommendation, the proposed <br />classification study recommendation and applicable salary range are listed below: <br />The employee's reclassification is retroactive to December 13, 2004, which was when all the <br />required documents were submitted to Human Resources. <br />Current <br />Proposed <br />Department <br />Classification <br />Classification <br />Proposed Sala(Monthly) <br />City <br />Sr. Office <br />Executive <br />$3,243 Step "A" to $3,942 Step "E" <br />Mana er <br />S ecialist <br />Assistant <br />The employee's reclassification is retroactive to December 13, 2004, which was when all the <br />required documents were submitted to Human Resources. <br />
