Item #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JANUARY 18, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: AUTHORIZATION REQUEST TO REJECT ALL BIDS AND TO RE - <br />SOLICIT BIDS FOR THE CONSTRUCTION OF BIG LEAGUE <br />DREAMS SPORT PARK PROJECT <br />DATE: JANUARY 10, 2005 <br />Big League Dreams Sport Park Project is a three (3) replica baseball field construction project on <br />approximately 11.3 acres lot on Cooley Ranch Area (vacant lot across Ashley Furniture site). It <br />includes construction of site amenities such as restaurant/concession, administration and <br />maintenance buildings, multi-purpose pavilion, tot -lot playground area, and batting cages. <br />On December 16, 2003, the City Council authorized the pre -qualification process for the <br />construction of this project. The intent of the pre -qualification process which started on September <br />22, 2004 together with the bidding process is to properly screen the contractors that will participate <br />in the bidding process. <br />On December 22, 2004, staff received formal bid proposal from four (4) pre -qualified contractors <br />with their corresponding bid amount as follows: <br />1. Edge Development, Inc. <br />$ 11,152,149.75 <br />2. ASR Constructor, Inc. <br />$ 12,675,052.50 <br />3. Emma Corporation <br />$ 15,401,000.00 <br />4. Ecology Construction <br />$ 15,470,405.00 <br />ANALYSIS/DISCUSSION: <br />The bid amount of the apparent low bidder of $11,152,149.75 can be reduced to $10,932,738.75 by <br />deducting Bid Alternate No. 1 in the amount of $219,411. The amount is still substantially higher <br />than the Engineer's estimate of $9.50 million. Review of the Bid showed that the apparent low bid <br />includes $1,068,722 in Item 22 "Site Amenities" which should cost approximately $150,000. By <br />providing a list of amenities and making them an optional bid item, that can be contracted <br />separately, City can save up to $900,000. <br />In addition, staff proposed to make Batting Cage an Optional Bid Item. The estimated cost of <br />Batting Cages is between $75,000 to $100,000. This can result in savings of approximately <br />
