CITY OF COLTON Item #19 <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OF JANUARY 18, 2005 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF BID FOR MILL STREET PIPELINE RE-LINING PROJECT <br />DATE: JANUARY 10, 2005 <br />BACKGROUND: <br />The water main on Mill Street between Rancho Avenue and North 8`h Street is approximately 44 years old. <br />The waterline is made of approximately 2,925' of 12" diameter mortar lined and tar wrapped steel, and <br />1,600' of 18 " diameter mortar lined and tar wrapped steel. The water main supplies 55% of the water to <br />the western zone in the summer months. <br />DI SCUSSI O N/ANALYSIS: <br />During the week of January 3rd, staff was investigating the discolored water complaints in areas where City <br />Crews recently flushed, while flushing City crews noticed that pieces of the interior mortar lining were <br />flushing out of the fire hydrants and blow offs connected to the Mill Street 18" water main. The possible <br />failure of some of the interior mortar lining in the 18" water main may be one of the contributing factors to <br />the rusty colored water complaints in the western zone. Spiniello Construction, Doty Bros. and J Fletcher <br />Creamer Pipe Repair Contractors were contacted to provide sealed bids on Monday, January 10, 2005 at <br />10:00 A.M. at Corporate Yard for the repair of the interior lining of the water main. <br />Two sealed bids were received and Spiniello submitted a bid for relining the water main using the cement <br />mortar method and Doty Bros. provided a bid to reline the water main using the High Density Polyethylene <br />(HDPE) liner method. Staff recommends the mortar line method to reline the 18" diameter water main and <br />award contract to Spinieilo Construction. <br />FINANCIAL IMPACT: <br />Sufficient funds are available in the Capital Improvement Main Line Replacement Account 521-8100-8106- <br />3890-0000-000. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Exact Business Name: Spiniello Construction <br />President or Equal: Doug Sanders, Exec.
