CITY OF COLTON ITEM #7 <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JULY 199 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: JEANNETTE OLKO, ELECTRIC GENERAL MANAGER <br />SUBJECT: REQUEST RECRUITMENT AND RATIFICATION OF EMPLOYEE <br />APPOINTMENT TO THE FULL TIME POSITION OF <br />TRANSMISSION/DISTRIBUTION SUPERINTENDENT FOR THE <br />COLTON ELECTRIC UTILITY <br />DATE: JULY 199 2005 <br />BACKGROUND: <br />As you are aware, the Electric Utility went through reorganization during fiscal year 2004/05 due to <br />the retirement of the Electric Utility Director. As part of the reorganization the <br />Transmission/Distribution Superintendent was promoted and reclassified to the position of <br />Assistant General Manager. The Assistant General Manager's duty's are essentially that of the <br />previously titled position of Assistant Electric Utility Director, and oversees the Engineering <br />Division, the Substation Division and the Transmission/Distribution Division. The salary range for <br />this position is $6,668 to $8,105 per month. <br />DISCUSSION/ANALYSIS: <br />The (T/D) Transmission/Distribution Superintendent position is essential to the daily operations of <br />the T/D Division within the Electric Utility. The T/D Superintendent directs, coordinates and <br />supervises the activities and operations of the T/D Division: coordinates divisional activities with <br />other Electric Utility Divisions, departments and outside agencies or organizations. The T/D <br />Superintendent provides professional, administrative and technical support to the Assistant General <br />Manager and to the General Manager. The T/D Superintendent is the management level position <br />responsible for the electric transmission, distribution and street lighting systems within the City of <br />Colton. The T/D Superintendent exercises direct and functional supervision over the electric <br />construction field crews and the service crew and is also responsible for all electric employees that <br />respond to all after-hours trouble calls. <br />FINANCIAL IMPACT: <br />The existing vacated position is budgeted for the 2005/06 fiscal year in Account Number 520-8000- <br />8004-1010-0580-000, Salaries Miscellaneous. <br />ENVIROMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends the City Council approve the recruitment and ratification of the employee <br />appointment to the full time position. <br />
