CITY OF COLTON ITEM #7 AGENDA REPORT FOR COUNCIL MEETING OF JULY 199 2005 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: JEANNETTE OLKO, ELECTRIC GENERAL MANAGER SUBJECT: REQUEST RECRUITMENT AND RATIFICATION OF EMPLOYEE APPOINTMENT TO THE FULL TIME POSITION OF TRANSMISSION/DISTRIBUTION SUPERINTENDENT FOR THE COLTON ELECTRIC UTILITY DATE: JULY 199 2005 BACKGROUND: As you are aware, the Electric Utility went through reorganization during fiscal year 2004/05 due to the retirement of the Electric Utility Director. As part of the reorganization the Transmission/Distribution Superintendent was promoted and reclassified to the position of Assistant General Manager. The Assistant General Manager's duty's are essentially that of the previously titled position of Assistant Electric Utility Director, and oversees the Engineering Division, the Substation Division and the Transmission/Distribution Division. The salary range for this position is $6,668 to $8,105 per month. DISCUSSION/ANALYSIS: The (T/D) Transmission/Distribution Superintendent position is essential to the daily operations of the T/D Division within the Electric Utility. The T/D Superintendent directs, coordinates and supervises the activities and operations of the T/D Division: coordinates divisional activities with other Electric Utility Divisions, departments and outside agencies or organizations. The T/D Superintendent provides professional, administrative and technical support to the Assistant General Manager and to the General Manager. The T/D Superintendent is the management level position responsible for the electric transmission, distribution and street lighting systems within the City of Colton. The T/D Superintendent exercises direct and functional supervision over the electric construction field crews and the service crew and is also responsible for all electric employees that respond to all after-hours trouble calls. FINANCIAL IMPACT: The existing vacated position is budgeted for the 2005/06 fiscal year in Account Number 520-8000- 8004-1010-0580-000, Salaries Miscellaneous. ENVIROMENTAL IMPACT: None. RECOMMENDATION: Staff recommends the City Council approve the recruitment and ratification of the employee appointment to the full time position.
