CITY OF COLTON <br />AGENDA REPORT <br />mtt 1lNu Ur <br />TO: Honorable Mayor and City Council Members <br />FROM: Bill Smith — Community Services Director <br />SUBJECT: Request Approval for Recruitment and Ratification of Employee <br />Appointment to the Position of Childcare Manager in the <br />Community Services Department, and Amendment to Resolution R- <br />06-05 to Amend the Compensation Rate for the Position of <br />Childcare Manager <br />DATE: June 8, 2005 <br />ITEM #12 <br />BACKGROUND: <br />Currently, the Childcare Division of the Community Services Department does not have a Division <br />Head. According to the licensing requirements of the State of California, the Childcare Division <br />must have a program manager who meets the educational requirements, as called -for in the State <br />licensing regulations. As a result, it is necessary to recruit for the position of Childcare Manager. <br />This position has not been filled since 2001, and the Childcare Division was previously supervised <br />by a Childcare Director, who left us in October, 2004. Since this time, we have awaited <br />clarification from the State, as to educational requirements for the position. Staff has now <br />received those requirements, and has determined that we may fill this position with the title of <br />Childcare Manager. Since this position has not been filled since 2001, it is necessary to amend <br />the salary range of this position in order to be competitive in the recruitment of quality candidates. <br />DISCUSSIONIANALYSIS: <br />The Childcare Division must be managed by an individual with educational requirements, as <br />called -for in State licensing requirements. Because of this requirement, recruitment for the <br />position is essential in order to retain our State licensing. Our Human Resources Department has <br />conducted a salary analysis for this position, and the proposed amendment to the compensation <br />rate for the position is consistent with the findings of this analysis. <br />FINANCIAL IMPACT: <br />The proposed Salary Range for the Childcare Manager Position is $3508-$4264. The proposed <br />Childcare Division budget for fiscal year 2005-06 has been prepared with this position budgeted at <br />this recommended range. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST: <br />None <br />
