Zamora <br />Community Development Director <br />ITEM #15 <br />SUBJECT: Request Approval of Community Development Block Grant (CDBG) <br />Agreement with Colton Police Activities League, Inc. and Friends of Four-D <br />Success Academy, Inc. <br />DATE: <br />June 9, 2005 <br />BACKGROUND: <br />The San Bernardino County Department of Economic and Community Development (ECD) <br />requires the City of Colton to execute an Agreement for the use of Community Development Block <br />Grant (CDBG) funds with any legal non-profit corporation that is the recipient of CDBG funds. <br />Staff has been notified that an Agreement is required for The Friends of Four-D Success <br />Academy, Inc. and the Colton Police Activities League. <br />DISC USSION/ANALYSIS: <br />Acwrding to the County ECD Department, the City is required to execute a CDBG Agreement <br />with the two referenced non-profit organizations in order to receive reimbursement for the <br />expenditure of CDBG allocated funds. The Friends of Four-D Success Academy, Inc. was <br />allocated $4,400 of CDBG funds from fiscal year 2003-2004 for the project, "Extended Hours <br />Childcare—Friends of Four-D Success Academy." The Colton Police Activities League, Inc. was <br />allocated $12,550 of CDBG funds for the project, "Outreach and Education Services for Youth, <br />Ages 10-18—Colton Police Activities League" and $4,000 of CDBG funds for the project, "Parent <br />Training Program for Hard to Handle Children" from fiscal year 2004-2005. <br />The Agreements were prepared by the City Attorney and Community Development Staff. A copy <br />of the Agreements will be provided to the County ECD Department for their file upon approval by <br />the City Council. <br />ALTERNATIVES: <br />The Agreement <br />compliance when <br />s required by the County ECD Department and is subject to monitoring <br />the County monitors the City for compliance with CDBG federal requirements. <br />FINANCIAL IMPACT: <br />The County will not reimburse the City for any CDBG grant expenditures unless an Agreement is <br />executed and is on file. <br />ENVIRONMENTAL IMPACT: <br />None for the requested action <br />
