Item #2 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 1, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: David R. Zamora, Community Development Director <br />SUBJECT: Prioritization and Funding of Community Development Block Grant <br />(CDBG) Projects for Fiscal Year 2005-2006 <br />DATE: February 24, 2005 <br />BACKGROUND: <br />On December 7, 2004, the City Council approved the submittal of 10 Community Development <br />Block Grant (CDBG) Project Applications to the San Bernardino County Economic and <br />Community Development (ECD) Department for eligibility and qualification review for the fiscal <br />year 2005-2006. Subsequently, additional CDBG applications were submitted directly to the <br />County ECD Department from various public and private agencies, requesting funds from the City <br />CDBG Entitlement Allocation. <br />The City of Colton has received a total of 28 eligible proposal applications requesting CDBG <br />funds. Seven applications are for Construction and Other Community Improvement Projects and <br />21 applications are for Public Service Program projects. Attachment "A" is a list of the 28 <br />proposals. The list contains the project log number, primary service area of the proposed project, <br />name of the applicant, a brief project description, total CDBG request, including the amount of <br />CDBG funds being requested from Colton, and ECD comments. <br />The County has asked the City to base funding priorities for the 2005-2006 CDBG Program Year <br />on an entitlement allocation in the amount of $518,000. Also, that the 15% funding limit for public <br />service projects continues to apply, which means that the maximum amount of CDBG funds we <br />are allowed to allocate for public service projects is $77,700. <br />DISC USSION/ANALYSIS: <br />Similar to last year's review process, a CDBG Ad -Hoc Committee was formed to review, select <br />and recommend projects for funding to the City Council for fiscal year 2005-2006. The <br />Committee consisted of Mayor Pro Tem Helen Ramos and Council Members John Mitchell and <br />Richard De La Rosa; Planning Commissioners Susan Oliva and Joe Perez III; and Community <br />Development Director David R. Zamora, who served as Chair of the Committee. The Committee <br />met on February 17 and February 23, 2005. Staff provided all Committee Members with the <br />following information: (1) a list of all CDBG Eligible Proposals for fiscal year 2005-2006 provided <br />by the ECD Department (Attachment "A" listed above); and (2) a copy of CDBG Projects and <br />Applications. <br />The Committee was informed that the City of Colton's CDBG Allocation for fiscal year 2005-2006 <br />will be $518,000, and that only 15% of the allocation can be used to fund Public Service Program <br />Proposals.
