CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 1, 2005 <br />Item #3 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: Anthony Arroyo, Human Resources Manager el <br />SUBJECT: Amend Agency's Contract To Provide Fourth Level Of 1959 Survivor Benefits <br />to Police Safety Members specifically; Approve Resolution Of Intention and <br />Waive First Reading and Pass First Reading of Applicable Ordinance <br />DATE: February 3, 2005 <br />BACKGROUND: <br />In the 2003 Police Officers Association (POA) negotiations, it was agreed the city would provide <br />CaIPERS Fourth Level of 1959 Survivor Benefits for police safety members. This program <br />provides a higher level of benefits to survivors of a member who dies prior to retirement. At the <br />conclusion of the 2003 POA negotiations, Human Resources Staff never did follow up with <br />CaIPERS to initiate the 1959 Survivor Benefit. <br />ANALYSIS/DISCUSSION: <br />Tonight's City Council action will initiate the process to amend the existing contract with the <br />California Retirement System to provide Government Code Section 21574 (Fourth Level of 1959 <br />Survivor Benefits) for police safety members. <br />Government Code Section 7507 requires that the future annual costs of the proposed contract <br />amendment be announced at a public meeting: <br />"The employer normal costs rate for the Fourth Level of 1959 Survivor <br />Benefits is $5.10 per month, per covered member. (Subject to annual <br />change.) Agencies will be billed annually and payments may vary <br />depending on the funding reserve level of the pool. In addition, members <br />covered by the 1959 Survivor Benefits contribute $2.00 per month." <br />Following the adoption of the Resolution of Intention, an election will be conducted to allow each <br />current member to elect whether to be covered or not. Eligible members will receive a ballot along <br />with a copy of a "Summary of Provisions Fourth Level of 1959 Survivor Benefits Government Code <br />Section 21574." As directed, results of the election will be forwarded to the State agency. <br />ENVIRONMENTAL IMPACT: <br />This subject does not carry environmental impact. <br />FISCAL IMPACT: <br />There are 68 eligible Police Safety Members. The Police Department will pay $5. 10 per month per <br />covered member from four of the department's applicable Salary Related Benefits account <br />numbers: 100-6070-6071-1100, 100-6070-6072-1100, 100-6070-6073-1100, 100-6070-6074- <br />1100. <br />U,Ag� Rep�cnda Rcp� �A 1959 S�vor �&.� <br />
