CITY OF COLTON Item #4 <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MARCH 1, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: KENNETH RULON, CHIEF OF POLICE <br />SUBJECT: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON <br />ADDING CHAPTER 2.66 TO THE COLTON MUNICIPAL CODE TO <br />ESTABLISH A RESERVE POLICE OFFICER CORPS, FIX <br />QUALIFICATIONS FOR MEMBERSHIP AND ESTABLISH CERTAIN <br />REGULATIONS FOR SAID CORPS <br />DATE: FEBRUARY 18, 2005 <br />BACKGROUND: <br />The Colton Police Department has maintained a Reserve Police Officer program for many years. <br />The Department is currently preparing to recruit additional Reserve Police Officers desires to <br />improve the existing program by officially establishing a Reserve Police Officer Corps. The best <br />method to establish the Reserve Police Officer Corps is to adopt an ordinance. The ordinance <br />may include provisions for membership qualifications and specific regulations. <br />DISCUSSION/ ANALYSIS: <br />Staff has prepared the proposed ordinance to officially establish a Reserve Police Officer Corps. <br />The ordinance includes the following provisions: <br />• The Chief of Police appoints Reserve Police Officers, subject to City Manager approval. <br />• Applicants are required to meet minimum standards set by the City's Human Resources <br />Department and the State of California Commission on Peace Officer Standards and <br />Training ("POST"). <br />• All Reserve Police Officers must take an oath of office and are supervised by the Chief of <br />Police or his designee. <br />• Reserve Police Officers have all the powers and duties of a peace officer. <br />■ Reserve Police Officers serve as volunteers and receive no compensation or benefits, but <br />they are subject to workers' compensation and disability coverage while on duty.. <br />FINANCIAL IMPACT: <br />Reserve Police Officers will be volunteers and not subject to compensation, although they are <br />entitled by State law to workers' compensation and disability coverage while on duty. The cost to <br />fund the ancillary costs (e.g., equipment, uniforms, and training) of the Reserve Police Officer <br />Corps will be included in the Police Department's General Fund Budget requests. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable <br />ALTERNATIVES: <br />Deny the request to adopt an Ordinance establishing a Reserve Police Officer Corps and disband <br />the current program. <br />
