Item #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MARCH 1, 2005 <br />TO: <br />HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: <br />KENNETH RULON, CHIEF OF POLICE <br />SUBJECT: <br />APPROVE AGREEMENT WITH THE COLTON JOINT UNIFIED <br />SCHOOL DISTRICT TO PROVIDE A SCHOOL RESOURCE OFFICER <br />AT THE COLTON HIGH SCHOOL CAMPUS; AUTHORIZE THE CITY <br />MANAGER TO NEGOTIATE AND EXECUTE THE AGREEMENTS <br />DATE: <br />FEBRUARY 18, 2005 <br />At the City Council Meeting of June 4, 2002, the City Council approved a contract with the Colton <br />Joint Unified School District ("DISTRICT") wherein the police department assigned a full-time <br />police officer to the Colton High School campus as a School Resource Officer and the DISTRICT <br />provided funding for a Community Service Officer position. In reviewing our current contracts, we <br />discovered that this contract did not have renewal terms, and has expired. The police department <br />has discussed the former contract with staff from DISTRICT and our desire to have them assume <br />the actual costs of the police officer assigned to the school as opposed to lower compensation <br />costs of the Community Service Officer position. <br />ANALYSIS/DISCUSSION: <br />The police department' School Resource Officer Program has been extremely successful over the <br />past three years with officers assigned to both the Colton High School and Colton Middle School <br />campuses. By having the DISTRICT assume the fully burdened costs of the actual police officer <br />assigned to the campus at Colton High School the department will be able maintain current <br />staffing levels. As the School Resource Officer is assigned to the Middle School through a COPS <br />in School Grant under a partnership with the DISTRICT, we will continue to share the costs of that <br />position through the terms of the grant. <br />ALTERNATIVES: <br />Do not accept staff recommendations and maintain existing agreements with the DISTRICT <br />ENVIRONMENTAL IMPACT: <br />None. <br />9 ROJO 0 1 LVA 10111411111 <br />The current fully -burden costs of the police officer assigned to the Colton High School campus <br />should be approximately $80,000.00. This will require an additional $30,000.00 in reimbursements <br />from the DISTRICT. The expenditures and revenues were approved in the current General Fund <br />Budget for Fiscal Year 2004/ 2005. <br />
