Item #14 CITY OF COLTON AGENDA REPORT FOR THE COUNCIL MEETING OF MARCH 1, 2005 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: KENNETH RULON, CHIEF OF POLICE SUBJECT: APPROVE AGREEMENT WITH THE COLTON JOINT UNIFIED SCHOOL DISTRICT TO PROVIDE A SCHOOL RESOURCE OFFICER AT THE COLTON HIGH SCHOOL CAMPUS; AUTHORIZE THE CITY MANAGER TO NEGOTIATE AND EXECUTE THE AGREEMENTS DATE: FEBRUARY 18, 2005 At the City Council Meeting of June 4, 2002, the City Council approved a contract with the Colton Joint Unified School District ("DISTRICT") wherein the police department assigned a full-time police officer to the Colton High School campus as a School Resource Officer and the DISTRICT provided funding for a Community Service Officer position. In reviewing our current contracts, we discovered that this contract did not have renewal terms, and has expired. The police department has discussed the former contract with staff from DISTRICT and our desire to have them assume the actual costs of the police officer assigned to the school as opposed to lower compensation costs of the Community Service Officer position. ANALYSIS/DISCUSSION: The police department' School Resource Officer Program has been extremely successful over the past three years with officers assigned to both the Colton High School and Colton Middle School campuses. By having the DISTRICT assume the fully burdened costs of the actual police officer assigned to the campus at Colton High School the department will be able maintain current staffing levels. As the School Resource Officer is assigned to the Middle School through a COPS in School Grant under a partnership with the DISTRICT, we will continue to share the costs of that position through the terms of the grant. ALTERNATIVES: Do not accept staff recommendations and maintain existing agreements with the DISTRICT ENVIRONMENTAL IMPACT: None. 9 ROJO 0 1 LVA 10111411111 The current fully -burden costs of the police officer assigned to the Colton High School campus should be approximately $80,000.00. This will require an additional $30,000.00 in reimbursements from the DISTRICT. The expenditures and revenues were approved in the current General Fund Budget for Fiscal Year 2004/ 2005.
