Item #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 15, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION AUTHORIZING A REQUEST <br />SUBMITTED BY ADVANCE WARNINGS FOR TEMPORARY <br />STREET CLOSURE OF HUNTS LANE (WEST SIDE ONLY), <br />BETWEEN COMMERCIAL ROAD AND CLUB CENTER DR. <br />FOR A PERIOD OF FIVE (5) DAYS FROM APRIL 3, 2005 TO <br />APRIL 7, 2005, FOR THE PURPOSE OF REPAIRING THE <br />UNION PACIFIC RAILROAD TRACK. <br />DATE: MARCH 7, 2005 <br />BACKGROUND: <br />On February 21, 2005, Public Services/Engineering Section received a request from Advance <br />Warnings to close a section of Hunts Lane from Commercial Drive to Club Center Drive. Advance <br />Warning of Reno, Nevada is a traffic control company specialist that handles Union Pacific <br />Railroad projects. The purpose of the temporary street closure is to replace the existing rail and <br />install new concrete tiles on Union Pacific Railroad track that crosses Hunts Lane. Hunts Lane falls <br />on the boundary between City of Colton and City of San Bernardino. The west side is City of <br />Colton's jurisdiction while the east side is City of San Bernardino. <br />DISCUSSION/ANALYSIS: <br />It is anticipated that the temporary street closure will start on April 3, 2005 to April 7, 2005 for five <br />(5) day duration. For the proposed detour, north bound traffic can take Commercial Road to <br />Waterman Avenue. South bound traffic can take Redlands Blvd. or Club Center Drive to Waterman <br />Avenue. Advance Warning will notify all the emergency services, school districts and the City of <br />San Bernardino regarding the detail and scope of the street closure. <br />FINANCIAL IMPACT: <br />There is no financial impact for the City of Colton associated with the street closure. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under CEQA Section 15301 — Repair and <br />maintenance of existing facilities with no expansion of an existing use. <br />
