Item #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MARCH 15, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: ADOPT RESOLUTION RESTRICTING PARKING DURING HOURS OF <br />STREET SWEEPING OPERATIONS ON CERTAIN STREETS (EAST AND <br />WEST OF RANCHO AVE TO THE RAILROAD TRACKS AND SOUTH TO <br />THE I-10). <br />DATE: MARCH 7.2005 <br />BACKGROUND: <br />City Public Services Department has received various calls in the recent months, from the residents <br />of the subdivision located at the east and west of Rancho Ave to the railroad tracks and south to the I- <br />10, regarding standing water in the streets. Staff has determined that adequate street sweeping will <br />substantially reduce the amount of debris build up in the gutters and lead to better flow of water. <br />Therefore, staff is recommending that parking be restricted during hours of street sweeping <br />operation in order to allow the sweeper to adequately clean the streets. The affected streets are 2nd <br />Street, 3`d Street, 4th Street, 6`h Street, 8th Street, Acacia Street, Alston Ave, Balbimie Ave, Bryn <br />Mawr Court, C Street, Canary Street, Casey Court, Cherry Street, Citrus Street, D Street, E Street, <br />Edgehill Drive, Ellen Street, Esperanza Street, F Street, Fur Street, G Street, Grand Ave, Gary <br />Street, H Street, Hanna Street, Herberts Lane, Hunter Road, J Street, Jeryl Ave, Evelyn Circle, <br />Johnston Street, Julie Street, Latham Street, Laurel Street, Long Beach Drive, Louise Street, Macy <br />Ave, Martin Ave, Maryland Ave, Michigan Ave, Mill Street, Norman Road, Oak Street, Ohio Ave, <br />Olive Street, Orange Ave, Pennsylvania Ave, Penn way, Rancho Ave, Rose Street, Serrano Court, <br />Serrano Drive, Stevenson Street, Stevenson Ave, Tejon Ave, Teresa Street, Terrace Ave, Valencia <br />Drive, Valley Blvd, WB E street W/O Tracks, WB Olive to W/O Tracks, Walters Street, <br />Watwood Ave. <br />ANALYSIS/DISCUSSION: <br />The street sweeper currently has to maneuver around parked vehicles leaving large sections of the <br />street unaffected. This action will cause the streets to be free of automobiles during street sweeping <br />operations and provide for a cleaner neighborhood. The Street sweeper shall sweep streets listed <br />above every I s` and 3`d Tuesday and Wednesday of the month. There will be no reduction in level of <br />service provided to the residents associated with this change. The program is anticipated to begin by <br />May, 17 2005, which will give staff adequate time to install signs and notify the residents. <br />The parking shall be restricted from 7:00 A.M. to 11:00 A.M. on every 1st and 3rd Tuesday, and <br />Wednesday of the month except holidays. <br />
