Item #13 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MARCH 15, 2005 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR �� <br />SUBJECT: APPROVE AND ADOPT THE PROPOSED RESOLUTION AMENDING <br />RESOLUTION R-90-03 FOR THE COMMUNICATIONS WORKERS OF <br />AMERICA (CWA) ADOPTING EXHIBIT A, THE CONSOLIDATED <br />MEMORANDUM OF UNDERSTANDING. AUTHORIZE CITY STAFF <br />TO SIGN THE CONSOLIDATED MOU ON BEHALF OF THE CITY. <br />DATE: MARCH 2, 2005 <br />BACKGROUND: <br />The one-year Memorandum of Understanding (MOU) with the City's Police Clerks, Police <br />Dispatchers, and Community Services Officers Bargaining Group, represented by the <br />Communication Workers of America (CWA), expired on June 30, 2004. Representatives of the <br />City and CWA have been negotiating for a successor MOU over the last several months. <br />DISCUSSION/ANALYSIS: <br />Representatives of the City and the Communication Workers of America have reached a tentative <br />agreement, subject to formal City Council approval, with a term ending June 30, 2007. <br />The changes to the MOU and related salary and benefit increases were based upon the average <br />compensation of surrounding cities with like classifications using benchmark positions. Given the <br />uncertainty surrounding negotiations during the 2004-05 fiscal year, increases based on average <br />salary increases from surrounding agencies could not implemented. As a result, both parties <br />negotiated an increase of $75 per month for the Police Dispatcher II. The Police Dispatcher I and <br />Sr. Police Dispatcher salaries were adjusted by 5% below and 10% above, respectively, to Police <br />Dispatcher II. This methodology was used in 2003 for the Clerk series and will be used in future <br />negotiations for salary increases. <br />The Summary of Changes is attached and the changes within the agreement is incorporated into <br />Exhibit A, the Communications Workers of America MOU. <br />Some of the key provisions in the MOU provide the following: <br />Monthly increases for the following classifications: Police Dispatcher I increase of $72 (5% <br />below Police Dispatcher II); Police Dispatcher II increase of $75 (benchmarked position); <br />Sr. Police Dispatcher increase of $83 (10°/a above Police Dispatcher II). The Clerk series <br />was, on average, about 2% above the salary survey; as such, it was negotiated this group <br />would not realize an increase until July 1, 2005. The Community Services O�cer was <br />approximately 15% above market survey and no increase will be realized for this position <br />during the term of this contract. <br />A 3% increase for the Dispatcher and Clerk series effective July 1, 2005 and July 1, 2006. <br />
