Item #18 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OF MARCH 15, 2005 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: PURCHASE OF 1,200 CUBIC FEET OF ADDITIONAL PUROLITE A-530 <br />RESIN FOR WELL NOS. 15 AND 17 PERCHLORATE TREATMENT SYSTEM <br />DATE: MARCH 11, 2004 <br />BACKGROUND: <br />Two wellhead treatment systems that remove perchlorate to levels below the State of California <br />Action Level of 6 parts per billion were installed to treat the water produced by three wells that <br />supply water to the City. These systems use an ion -exchange resin process to remove the <br />perchlorate. Each system consists of four (4) tanks and the resin must be replaced when fully <br />saturated with perchlorate. <br />On October 18, 2004 The Water Department had an informal open bid for Tanks 1 & 2 to replace <br />the resin for Well No. 24. The award was given to GE BETZ, Inc in the amount of $90,000. The <br />initial 600 cubic feet of Purolite A-530 resin was purchased on a trial basis and City staff found the <br />results to be favorable. The city also had a formal bid opening on November 11, 2004 for Wells <br />15 and 17, which included a Bid item for the purchase of additional resin if needed. The items <br />included the costs for labor, transportation, removal, disposal and installation of Purolite A-530 Ion <br />Exchange Filter Resin. GE BETZ was the lowest bidder for the additional purchase of resin in the <br />amount of $198,000. <br />DISCUSSION/ANALYSIS: <br />Well No. 24 now needs the other 600 cubic feet of resin because Tanks 3 & 4 have reached their <br />adsorptive capacity and is rapidly reaching the state action level for perchlorate.
