CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MAY 17, 2005 <br />Item #10 <br />TO: Honorable Mayor and City Council Members <br />FROM: Kenneth Rulon, Chief of Police <br />SUBJECT: Approve Job Description creating Classification of Police Services <br />Technician Position; Approve and Adopt Resolution establishing Pay <br />Range for Police Services Technician; and continuously Recruit and <br />Appoint Police Services Technician Position as needed in the Police <br />Department utilizing funds from the general fund <br />DATE: May 17, 2005 <br />BACKGROUND: <br />The Police Department desires to create a new position in the Code Enforcement unit described <br />as a Police Services Technician. This Technician will perform traditional code enforcement job <br />duties as well as assisting in report taking, traffic control, animal control and other related duties <br />as assigned, the position will be assigned to the General Unit. The department is creating a more <br />utilitarian role for this position. There currently is one opening in the code enforcement unit as a <br />result of a resignation of a code enforcement officer. Additionally, this position provides for <br />superior overall service to the community as a Police Services Technician. The position will <br />enhance response times to community concerns. <br />DISCUSSION/ ANALYSIS: <br />The City of Colton receives numerous calls and complaints from our citizens in reference to code <br />enforcement related issues. Given our current staffing, these calls generally are received and <br />prioritized for follow-up. It is the desire of the police department to recruit and appoint a Police <br />Services Technician to assist in addressing these concerns. This Technician is a reclassification <br />of the vacant code enforcement position. This Technician will perform traditional code <br />enforcement duties as well as being available to assist in animal control, parking enforcement and <br />report taking. The salary range for this position will be $2,829 to $3,438. <br />FINANCIAL IMPACT: <br />The cost to fund the Police Services Technician position will be funded through the general fund. <br />There has been a cost savings realized due to the vacant code enforcement position. The pay <br />schedule is less than a code enforcement officer and more in line with a Community Services <br />Officer position. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable <br />ALTERNATIVES: <br />Do not approve the department's request to recruit and appoint and continuing addressing these <br />issues with current staffing levels. <br />CONFLICT OF INTEREST - Gift Disclosure Requirements: <br />Not Applicable <br />
