ITEM #8 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 4, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE AWARD OF CONTRACT TO BOB WONDRIES <br />FORD, FOR AN AMOUNT NOT TO EXCEED $80,010.00 AND <br />AUTHORIZE THE CITY MANAGER TO SIGN THE <br />CONTRACT. <br />DATE: October 4, 2005 <br />BACKGROUND: <br />On May 3, 2005, the City Council authorized the application for funds from Mobile Source Air <br />Pollution Reduction Review Committee (MSRC) to replace some of City of Colton/Public Works <br />aging fleet of vehicles. South Coast Air Quality Management District (AQMD) has mandated that a <br />percentage of replacement must be alternate fuel vehicles such as compressed natural gas (CNG) <br />vehicles, and to offset the cost of such mandate, grants are available from Mobile Resource Air <br />Pollution Reduction Review Committee (MSRC). <br />DISCUSSION/ANALYSIS: <br />Each year MSRC allocates funds to government agencies through a grant process to fund projects <br />such as CNG vehicles, CNG refueling stations or equipment relating video conferencing. These <br />grant funds from MSRC do have a match, and staff recommends the use of AB2766 Subvention <br />Funds (not General Fund Revenue) from AQMD as the match. This will not have a General Fund <br />impact, yet will benefit the General Fund. Due to budget restraints during fiscal year 2004/05 the <br />City of Colton did not budget for vehicles to replace the aging fleet in various departments. This <br />grant will enable the City of Colton to replace vehicles at no cost to the City. <br />On June 9, 2005, the City of Colton received a copy of the contract (see exhibit A) from MSRC for <br />execution which allows the City to purchased three (3) CNG vehicles. The total MSRC grant for <br />the three (3) vehicles is $30,000 and the City local match is $50,010. <br />Ford Motor Company halted production of F-150 CNG vehicles in 2004. Bob Wondries Ford in <br />Alhambra is the only Ford dealership left in the State of California who has these particular vehicles <br />in stock. The City of Irvine has an existing contract with Bob Wondries Ford on which the City of <br />Colton could "piggy -back", as this dealership is the only source of the vehicles permitted for <br />purchase by the MSRC grant. Use of these "piggy -back" contracts is authorized by the City <br />
