ADJOURNED CITY COUNCIL MEETING
October 2, 1991
In accordance with notice duly and legally given, an Adjourned Regular
Meeting of the City Council of the City of Colton was held on the above
given date, at 5:30 p.m., in the Council Chambers of City Hall, Mayor
Gonzales presiding.
ROLL CALL:
Councilmembers present were Roman, Cisneros, Rehrer, Lofy, and Mayor
Gonzales. Also present were City Manager Stratton, Finance Director
Acevedo and City Clerk Ramos.
BUDGET:
City Manager Stratton reported this evening the Council will hear the
budgets for Library, Parks, Recreation and Human Services, Police
and General Government.
-11"i4
City Manager Stratton stated the Library is a very minimum budget. The
Grant Programs have previously been approved by the Council. City
Manager Stratton stated City Librarian David Davis will make a
brief presentation.
City Librarian David Davis presented the goals of the Library and
presented a 15 -minute slide presentation showing the current manual
system and the proposed computer system for checking books in and out.
Mr. Davis said studies indicate the return rate of books will be
increased to 85%, the current loss value of non -returned library books
is estimated at $35,000, the computer system should reduce this loss
to $5,000 and the current revenue of $8,000 in late fines should double.
Mr. Davis stated the Library budget is very severe, there is 25%
less funding than two years ago. The Library had hoped to increase
staff and hours at the Luque Library. The grant funding for this year
is 25% less than last year and next year it will be down to 50%. Mr.
Davis said next year the Library will be asking the City for financial
help in order to keep the programs going.
Mrs. Ruth Martinez, Families for Literacy Program Coordinator,
reported that the City of Colton Library is one of 29 libraries in
the State to get funding for Families for Literacy, which is targeted
for children under 4 years of age in hopes of breaking the literacy
cycle in the family. Mrs. Martinez stated she has been tutoring
an adult, Isaac Johnson, and he would like to say a few words.
1
