The staff liaison may, from time to time, delegate duties as <br />authorized by the city manager. <br />SECTION 2: The provisions of this ordinance are severable and the invalidity of any <br />section, paragraph, phase, clause or part of this ordinance shall not affect the validity of <br />effectiveness of the remainder of this ordinance. <br />SECTION 3: CEQA Finding. This action is not subject to the California <br />Environmental Quality Act ("CEQA") because, pursuant to State CEQA Guidelines section <br />15060, subdivision (c)(3), it is not a "project" as defined in Section 15378 of the State CEQA <br />Guidelines. <br />SECTION 4: This ordinance shall be in full force and effective thirty (30) days after <br />its passage. <br />SECTION 5: The City Clerk shall certify to the adoption of this ordinance and cause <br />it, or a summary of it, to be published once in a newspaper of general circulation. <br />PASSED, APPROVED and ADOPTED this 21St day of September, 2004. <br />CAROLINA P.
