R-14-04 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />AUTHORIZING THE TEMPORARY CLOSURE OF FAIRWAY DRIVE, <br />BETWEEN AUTO PLAZA DRIVE (PARTLY IN COLTON) TO "E" STREET (IN <br />SAN BERNARDINO) FOR A PERIOD OF EIGHT (8) MONTHS BEGINNING <br />FEBRUARY 18, 2004 AND ENDING OCTOBER 18, 2004 FOR THE PURPOSE <br />OF CONSTRUCTION OF A CALIFORNIA STATE DEPARTMENT OF <br />TRANSPORTATION (CALTRANS) BRIDGE RETROFIT PROJECT, <br />CONTRACT NO. 08-371304 <br />WHEREAS, Vehicle Code Section 2110(e) provides that "Local authorities, for those <br />highways under their jurisdiction, may adopt rules and regulations by ordinance or <br />resolution on ... Temporarily closing a portion of a street for celebrations, parades ... and <br />other purposes, when in the opinion of local authorities, the closing is necessary for the <br />safety and protection of persons who use that portion of the street during the temporary <br />closing;" and <br />WHEREAS, as part of the State of California Department of Transportation Contract <br />No. 08-371304 Brutoco Engineering & Construction, Inc. has been hired to retrofit Bridge <br />Nos. 59-1064F, 54-471 R, 54-471 L, 54-471 F (Northbound and Southbound 1-215) where <br />they pass over Fairway Drive, adjacent to the Colton City Limits ("Bridge Retrofit Project"); <br />and <br />WHEREAS, the temporary closure of Fairway Drive, between Auto Plaza Drive <br />(partially in Colton) and "E" Street (in San Bernardino) for a period of eight months in <br />necessary to protect the public health, safety and welfare during the construction of the <br />Bridge Retrofit Project; and <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Colton <br />agrees to the following: <br />Section 1. The City of Colton City Council hereby authorizes the temporary closure of <br />Fairway Drive, between Auto Plaza Drive (partially in Colton) and "E" Street (in San <br />Bernardino) to through traffic for a period of eight months beginning February 18, 2004 until <br />
