R-14-04 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AUTHORIZING THE TEMPORARY CLOSURE OF FAIRWAY DRIVE, BETWEEN AUTO PLAZA DRIVE (PARTLY IN COLTON) TO "E" STREET (IN SAN BERNARDINO) FOR A PERIOD OF EIGHT (8) MONTHS BEGINNING FEBRUARY 18, 2004 AND ENDING OCTOBER 18, 2004 FOR THE PURPOSE OF CONSTRUCTION OF A CALIFORNIA STATE DEPARTMENT OF TRANSPORTATION (CALTRANS) BRIDGE RETROFIT PROJECT, CONTRACT NO. 08-371304 WHEREAS, Vehicle Code Section 2110(e) provides that "Local authorities, for those highways under their jurisdiction, may adopt rules and regulations by ordinance or resolution on ... Temporarily closing a portion of a street for celebrations, parades ... and other purposes, when in the opinion of local authorities, the closing is necessary for the safety and protection of persons who use that portion of the street during the temporary closing;" and WHEREAS, as part of the State of California Department of Transportation Contract No. 08-371304 Brutoco Engineering & Construction, Inc. has been hired to retrofit Bridge Nos. 59-1064F, 54-471 R, 54-471 L, 54-471 F (Northbound and Southbound 1-215) where they pass over Fairway Drive, adjacent to the Colton City Limits ("Bridge Retrofit Project"); and WHEREAS, the temporary closure of Fairway Drive, between Auto Plaza Drive (partially in Colton) and "E" Street (in San Bernardino) for a period of eight months in necessary to protect the public health, safety and welfare during the construction of the Bridge Retrofit Project; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Colton agrees to the following: Section 1. The City of Colton City Council hereby authorizes the temporary closure of Fairway Drive, between Auto Plaza Drive (partially in Colton) and "E" Street (in San Bernardino) to through traffic for a period of eight months beginning February 18, 2004 until
