R-21-05 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON IN SUPPORT OF THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT PROGRAM <br />WHEREAS, for thirty years America's cities, including both large and small cities in <br />California, have used Community Development Block Grant (CDBG) grants to create jobs, provide <br />affordable housing, eliminate blight, and generate new economic investment; and <br />WHEREAS, CDBG funds have played a critical role in community and economic <br />development in the City of Colton; and <br />WHEREAS, CDBG funds has allowed the City of Colton to provide for decent, safe, and <br />clean child care facilities by using $603,200 to construct four child care modular units located at four <br />local elementary schools serving over 250 low -to moderate -income families; and <br />WHEREAS, CDBG funds represent a catalyst for creating more affordable housing, making <br />it possible for the City of Colton to use $75,000 to help senior citizens with repairs to 520 owner - <br />occupied single family homes. CDBG-funded rehabilitation has resulted in providing more families <br />with clean, decent, affordable housing; and <br />WHEREAS, the CDBG program offers a mechanism for building public infrastructure, <br />whereby the City of Colton used over $1,127,338 to construct and rehabilitate streets, sidewalks, <br />curbs, gutters, and handicap ramps; and <br />WHEREAS, the CDBG program has increased the quality of life in the City of Colton, as <br />evidenced by the Congregate and Home Bound Delivered Meals for Senior Citizens, Youth and <br />Adult Literacy Education Program, Gang Intervention Program forAt-Risk Youth, Emergency Shelter <br />to Homeless Families, Legal Aid Assistance to Low Income Persons, and Code Enforcement <br />Program; and <br />WHEREAS, the President has proposed a new "Strengthening America's Communities <br />Initiative" which combines 18 direct grant programs, including CDBG, into one within the Economic <br />Development Administration (EDA); and <br />-1- <br />
