R-54-06 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON TO ADOPT A RESOURCE ADEQUACY PROGRAM FOR THE CITY OF COLTON ELECTRIC UTILITY WHEREAS, the City of Colton desires to ensure that there will be adequate electric resources to serve all customers. WHEREAS, the State of California's Independent System Operator (CAISO) has proposed that Load serving Entities (LSEs) meet a planning Reserve Margin for their obligation to serve their customers WHEREAS, The Cities of Anaheim, Azusa, Colton, Riverside and Pasadena have developed in conjunction with Thompson Coburn a Resource Adequacy Program that will guide the purchase of capacity resources that are adequate to serve the utility's customers. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Colton does hereby resolve and find as follows: Section1. The City Council does fully support the implementation of a program that will provide for adequate electric resources to serve all customers. Section 2. The City Council for the City of Colton, California ("City') hereby adopts the following Resource Adequacy Program for the City's Electric Utility ("Department"). Capitalized terms not otherwise defined herein shall be defined as set forth in the Master Definitions Supplement of the California Independent System Operator Corporation ("CAISO"). This Resource Adequacy Program shall remain in effect, subject to modification by the City Council, until the implementation of the CAISO's Market Redesign and Technology Upgrade ("MRTU") Tariff. 1. RESOURCE ADEQUACY PLANS The Department shall be responsible for developing Resource Adequacy Plans to guide the procurement of capacity resources adequate to serve the requirements of the City's customers consistent with Good Utility Practice and applicable reliability requirements.
