R-54-06 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON TO ADOPT A <br />RESOURCE ADEQUACY PROGRAM FOR THE CITY OF COLTON ELECTRIC <br />UTILITY <br />WHEREAS, the City of Colton desires to ensure that there will be adequate electric <br />resources to serve all customers. <br />WHEREAS, the State of California's Independent System Operator (CAISO) has <br />proposed that Load serving Entities (LSEs) meet a planning Reserve Margin for their <br />obligation to serve their customers <br />WHEREAS, The Cities of Anaheim, Azusa, Colton, Riverside and Pasadena have <br />developed in conjunction with Thompson Coburn a Resource Adequacy Program that will <br />guide the purchase of capacity resources that are adequate to serve the utility's customers. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Colton <br />does hereby resolve and find as follows: <br />Section1. The City Council does fully support the implementation of a program that <br />will provide for adequate electric resources to serve all customers. <br />Section 2. The City Council for the City of Colton, California ("City') hereby <br />adopts the following Resource Adequacy Program for the City's Electric Utility <br />("Department"). Capitalized terms not otherwise defined herein shall be defined as set forth <br />in the Master Definitions Supplement of the California Independent System Operator <br />Corporation ("CAISO"). This Resource Adequacy Program shall remain in effect, subject to <br />modification by the City Council, until the implementation of the CAISO's Market Redesign <br />and Technology Upgrade ("MRTU") Tariff. <br />1. RESOURCE ADEQUACY PLANS <br />The Department shall be responsible for developing Resource Adequacy Plans to <br />guide the procurement of capacity resources adequate to serve the requirements of the <br />City's customers consistent with Good Utility Practice and applicable reliability requirements. <br />
