R-60-06 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CERTIFYING THAT <br />COLTON HAS THE RESOURCES TO FUND THE PROJECTS SUBMITTED FOR <br />INCLUSION IN THE FY 2006/2007-2011/2012 REGIONAL TRANSPORTATION <br />IMPROVEMENT PROGRAM (RTIP) AND WILL INCLUDE ALL CITY OF COLTON RTIP <br />PROJECTS IN ITS FISCAL YEAR 2007 CAPITAL IMPROVEMENT PROGRAM BUDGET <br />DOCUMENT. <br />WHEREAS, the City desires to include the submitted projects in the San Bernardino <br />County Transportation Improvement Program; and <br />WHEREAS, the City warrants that funding will be committed in its Fiscal Year 2007 <br />Capital Improvement Program and made available for projects submitted for programming in <br />the first three years (FY 2006/07, 2007/08, 2008/09) of the Regional Transportation <br />Improvement Program; and that the City accepts responsibility for funding of said projects <br />and warrants that no additional funding allocations are required of SANBAG for City to <br />implement said projects therefore committing that the first three years of the RTIP are <br />financially constrained; and <br />WHEREAS, projects programmed in years 2009/10-2011/12 are projects expected to <br />receive future funding through anticipated revenues, therefore all projects submitted for <br />inclusion in the 2006 RTIP are financially constrained; and <br />WHEREAS, the San Bernardino Associated Governments (SANBAG), as agency <br />responsible for short-range capital and service planning and programming for the San <br />Bernardino County area, requires an approved Resolution from the governing body of the <br />Lead Agency for all projects included in the Transportation Improvement Program; and <br />WHEREAS, SANBAG also requires that the Lead Agency include a financial plan that <br />demonstrates how the projects submitted for inclusion in the Transportation Improvement <br />Program can be implemented; and <br />WHEREAS, the City, as the Lead Agency, possesses the legal authority to submit the <br />project for inclusion in the Transportation Improvement Program and to finance, acquire, and <br />construct the project. <br />
