CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of Apr i 1 18, 1989 <br />TO: Honorable Mayor and City Council <br />FROM: PAUL J. CONNOLLY, Chief of Police <br />SUBJECT: REQUEST FOR SUPPORT FOR CAREER CRIMINAL Date: 4-6-89 <br />APPREHENSION PROGRAM — SECOND YEAR FUNDING <br />The State of California Office of Criminal Justice Planning, has made <br />available second year funding to assist the City of Colton in <br />developing and implementing the Career Criminal Apprehension Program. <br />This grant program is entitled, C—CAP CRIME ANALYSIS. For the City <br />the size of Colton, the State would, upon approval of the grant <br />application, provide $75,000 with a requirement of 20% match to the <br />City of Colton for its second year funding. The C—CAP project is a <br />3-1/2 year commitment. <br />PURPOSE: <br />The purpose of the C—CAP Project is to assist local agencies in the <br />following activities: <br />1. Establish and operate a centralized crime analysis unit <br />which will identify and predict existing and evolving <br />crime patterns, review records sex narcotic registrants, <br />monitor parolees, exchange career criminal apprehension <br />information with other police agencies, provide crime <br />prevention personnel with crime analysis information. <br />2. Allow the City of Colton to automate its records <br />management information systems. <br />The objectives of this program is to ultimately reduce the crime <br />rate in the City of Colton. Staff has prepared a grant proposal <br />wherein funds would be provided to continue staffing the Crime <br />Analysis Unit and purchase necessary computer equipment to automate <br />this unit. The attached proposal is for the second year funding of <br />one Crime Analyst, one Police Services Clerk and funds to purchase <br />computer equipment to automate the crime analysis unit. The amount <br />of funds to be provided by the State would be $75,000 with a cash <br />match funding from the City of Colton of $15,000. <br />RECOMMENDATION: <br />If the Council <br />Resolution and <br />application for <br />concurs, the <br />authorize the <br />submission. <br />action would be to approve the attached <br />Mayor and City Manager to sign the grant <br />Attachments: Resolution No . <br />............... <br />Grant Application <br />Page 1 of — <br />CITY MANAGER CcNCURRENCE <br />�� Item No. <br />
