CITY OF COLTON AGENDA REPORT For Council Meeting of Apr i 1 18, 1989 TO: Honorable Mayor and City Council FROM: PAUL J. CONNOLLY, Chief of Police SUBJECT: REQUEST FOR SUPPORT FOR CAREER CRIMINAL Date: 4-6-89 APPREHENSION PROGRAM — SECOND YEAR FUNDING The State of California Office of Criminal Justice Planning, has made available second year funding to assist the City of Colton in developing and implementing the Career Criminal Apprehension Program. This grant program is entitled, C—CAP CRIME ANALYSIS. For the City the size of Colton, the State would, upon approval of the grant application, provide $75,000 with a requirement of 20% match to the City of Colton for its second year funding. The C—CAP project is a 3-1/2 year commitment. PURPOSE: The purpose of the C—CAP Project is to assist local agencies in the following activities: 1. Establish and operate a centralized crime analysis unit which will identify and predict existing and evolving crime patterns, review records sex narcotic registrants, monitor parolees, exchange career criminal apprehension information with other police agencies, provide crime prevention personnel with crime analysis information. 2. Allow the City of Colton to automate its records management information systems. The objectives of this program is to ultimately reduce the crime rate in the City of Colton. Staff has prepared a grant proposal wherein funds would be provided to continue staffing the Crime Analysis Unit and purchase necessary computer equipment to automate this unit. The attached proposal is for the second year funding of one Crime Analyst, one Police Services Clerk and funds to purchase computer equipment to automate the crime analysis unit. The amount of funds to be provided by the State would be $75,000 with a cash match funding from the City of Colton of $15,000.
