CITY OF COLTON
AGENDA REPORT
For Council Meeting of 3-6-90
TO: Honorable Mayor and City Council
FROM: STEPHEN EDWARDS, CITY ATTORNEY -7
SUBJECT: PIT BULL TERRIERS - VICIOUS DOGS Date: 2-26-90
At its meeting of February 20, 1990, the Council directed staff to place an item
on the agenda of the next Council meeting relating to dogs.
Research in preparation of such an item revealed that a new state law became
effective the first of this year. The new state law prevents a City from
adopting or enforcing its own program for the control of vicious dogs that
is specific as to breed.
"Specific as to Breed"
Would apply to Pit Bull Terriers -
Hence, by the new state law, Colton may not regulate Pit Bull Terriers as a
breed.
The new state law provides a system for dealing with vicious and potentially
dangerous dogs. It is totally new.
Staff will review the new system, investigate it and then determine if added
City regulation is advisable.
RECCMMENDATION
Staff recommends that the Council not adopt any program that regulates dogs
in a manner that is specific as to Pit Bull Terriers or any breed.
Also, pending further experience with the new state system, that new regulation
of vicious or dangerous be with -held.
Attachments:
Page 1 of
ORIGINAL
CENTRAL RECOOD9'' No o
NO1'.. t ....«
