CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of October 16, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: John C. Hutton, Director of Public Works <br />SUBJECT: Approval of Joint Use Agreement for Pretreatment Date: October 10, 1990 <br />Between the Cities of Colton and Grand Terrace <br />BACKGROUND: <br />As the permitted operator of a sewage treatment plant, the City is required to <br />be the regulating authority of the State and Federal mandated industrial waste <br />pretreatment program. <br />By previous agreement, the City of Colton treats sewage waste from the City of <br />Grand Terrace at its waste treatment facility and as the permitted operator must <br />also regulate the pretreatment program to ensure compliance. <br />STATEMENT OF THE PROBLEM: <br />As the operator of the sewage treatment facility, the City of Colton is the res- <br />ponsible agent of the program, but has not official jurisdictional authority in the <br />City of Grand Terrace, thus the joint powers agreement is required in order to <br />apply the pretreatment regulations in the City of Grand Terrace. <br />ALTERNATIVES: <br />None, as the permitted operator the City of Colton must ensure compliance with the <br />program for industrial waste dischargers in any jurisdiction that the City receives <br />waste flows from. <br />FINANCIAL IMPACT: <br />With the approval of the joint powers agreement, any industrial or commerical <br />dischargers in Grand Terrace will be required by Ordinance to pay permit fees and <br />sampling analysis fees covering the pretreatment program costs. <br />Attachments: 1 <br />Page 1 of 2 Item No.� <br />
