CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of September 18, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: EDMUND F. SOTELO, CITY MANAGER <br />SUBJECT: AMENDMENT TO THE PERSONNEL SYSTEM RULES Date: 9-11-90 <br />AND REGULATIONS - RULE X, PROBATIONARY PERIOD, <br />SECTION 1 LENGTH OF PROBATIONARY PERIOD <br />BACKGROUND: <br />The State of California Commission on Peace Officer Standards and Training <br />requires participating law enforcement agencies to adhere to amended Penal <br />Code Section 13522, Chapter 1 of Title 4, Part 4, requiring public safety <br />dispatcher personnel (in addition to peace officers) adherence to P.O.S.T. <br />standards for selection and training. <br />STATEMENT OF THE PROBLEM: <br />To accept the Penal Code requirements relating to the selection and <br />training standards of Public Safety Dispatchers was adopted by Council <br />on May 16, 1989. The only area in which we are not in compliance is the <br />12 -month probationary period. Currently, dispatchers go through a 6 -month <br />probationary period. To continue in the P.O.S.T. Reimbursement Program for <br />public safety dispatchers the City's Personnel Rules and Regulations must <br />be amended to adopt a 12 -month probationary period for dispatchers. The <br />Colton Police Officers Association, which represents the dispatchers, <br />have no objection. <br />ALTERNATIVES: <br />The City can maintain the 6 -month probationary period for dispatchers <br />and not participate in the P.O.S.T.
