SOTELO, CITY MANAGER FROM: ADOPTION OF PAY AND CLASSIFICATION PLAN IN Date: SUBJECT: ACCORDANCE WITH CITY OF COLTON EMPLOYEES' MEMORANDUMS OF UNDERSTANDING AND AGREEMENTS 01-24-91 BACKGROUND: In 1990, the City Council approved and adopted mulit- year Memorandums of Understanding and Agreements with the General Unit, Electric Unit, Fire Unit, Management -Confidential Unit, and Executive Employees. These two-year contracts and agreements provided equity adjustments for specified positions in each unit. In addition to the equity adjustments the Electric Unit Memorandum of Understanding provides that effective December 22, 1990, all employees shall receive a base salary increase equal to the percentage increase, if any, in the Consumer Price Index ("CPI," 1967 index, Urban.Wage Earners and Clerical Workers, Los Angeles - Long Beach - Anaheim Metropolitan Area) for the twelve-month period ending October 31, 1990. The Consumer Price Index for October 31, 1990 was 6.3%. In addition to the equity adjustments, the General Unit, Fire Unit, Management -Confidential Unit, and Executive Employees, with the exception of the Police Chief, Memorandums of Understanding provide that effective December 22, 1990, all employees shall receive a base salary increase equal to the percentage increase, if any, in the Consumer Price Index ("CPI," 1967 index, Urban Wage Earners and Clerical Workers, Los Angeles -Long Beach - Anaheim Metropolitan Area) for the twelve-month period ending December 31, 1990. The Consumer Price Index for December 31, 1990 was 6.5%. The increases contained in the Police Rank and File Unit, and Police Management Unit Memorandums of Understanding and the position of Police Chief, Executive Agreement cannot be calculated at this time. As staff is able to implement the increases, an amended salary resolution will be prepared and presented to Council. A cost of living increase equal to the Consumer Price Index for December 31, 1990, 6.5%, has been included for the positions of City Manager and Community Child Care Coordinator.
