CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of September 3, 199 1 <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian ,Pla <br />SUBJECT: AUTHORIZATION TO ACCEPT $10,000 IN FEDERAL Date: August 22, 1991 <br />LIBRARY SERVICES & CONSTRUCTION ACT (LSCA) <br />FUNDS FOR THE DEVELOPMENT OF A GRANDPARENTS <br />& BOOKS PROGRAM AT THE COLTON PUBLIC LIBRARY <br />& TO ESTABLISH NEW LIBRARY EXPENDITURE ACCOUNTS <br />BACKGROUND <br />With the growing interest in inter -generational programs and the <br />increase in use of libraries by children, the California State <br />Library is making available LSCA funds to develop Grandparents & <br />Books Programs in public libraries. The idea of the program is to <br />train volunteer seniors to participate in library children's <br />programs, especially storytimes. Colton Public Library is eligible <br />to receive a grant award of $5,000 for the Main and $5,000 for the <br />Luque Library. 80% of the funds may be used to purchase children's <br />materials. The remaining amount may be used to provide training for <br />senior volunteers, incentives, flannel board figures, puppets, etc. <br />STATEMENT OF THE PROBLEM <br />We at the Colton Public Library endeavor to reach out to senior <br />citizens by providing materials in both English & Spanish on subjects <br />such as finding housing and responding to medical, legal, & household <br />repair concerns. We want to expand our service & involve seniors as <br />a reading role model for children in order to overcome the cultural, <br />educational & economic disadvantages that transmit low literacy from <br />one generation to another. Such a program would actively involve <br />seniors in the promotion of reading while fostering inter- <br />generational communication and understanding. <br />ALTERNATIVES <br />Without grant funding, such a program could only otherwise be <br />initiated with the City's general funds. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City.
