CITY OF COLTON AGENDA REPORT For Council Meeting of TO: Honorable Mayor and City Council September 17, 1991 FROM: Leslie Keane Stratton, City Manager SUBJECT: Consider Resolutions Accepting The Resignation Of Stephen W. Edwards As City Attorney And Designating An Interim City Attorney And Interin Deputy City Attorney BACKGROUND: 9,� Date: 9/5/91 Stephen Edwards has provided legal assistance to the City of Colton for thirty two years and has served as its City Attorney since October 1, 1975. Mr. Edwards has indicated his desire to retire from City service, effective October 1, 1991. DISCUSSION• The attached resolution accepts Mr. Edwards' resignation and provides him with post-retirement benefits in accordance with City Resolution No. 4598. The process to recruit a qualified individual and/or law firm to serve as general legal counsel is lengthy. The City has a need for on-going legal assistance during this process. Currently, the firm of Best, Best & Krieger serves as general legal counsel to the Redevelopment Agency and special counsel to the City. This firm is familiar with City codes and resolutions and is available to provide an expanded level of service. It is proposed that Best, Best & Krieger serve as general legal counsel for the City, and that John E. Brown be appointed as interim City Attorney and Julie Hayward Biggs as interim Deputy City Attorney. Other attorneys in the firm would be assigned to special projects as appropriate. FISCAL IMPACT• Best, Best & Krieger would bill the City on an hourly basis; its current rates are between $105.00-$140.00 per hour.
