CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of <br />TO: Honorable Mayor and City Council <br />September 17, 1991 <br />FROM: Leslie Keane Stratton, City Manager <br />SUBJECT: Consider Resolutions Accepting The <br />Resignation Of Stephen W. Edwards <br />As City Attorney And Designating <br />An Interim City Attorney And Interin <br />Deputy City Attorney <br />BACKGROUND: <br />9,� <br />Date: 9/5/91 <br />Stephen Edwards has provided legal assistance to the City of Colton for <br />thirty two years and has served as its City Attorney since October 1, <br />1975. Mr. Edwards has indicated his desire to retire from City service, <br />effective October 1, 1991. <br />DISCUSSION• <br />The attached resolution accepts Mr. Edwards' resignation and provides him <br />with post-retirement benefits in accordance with City Resolution No. <br />4598. <br />The process to recruit a qualified individual and/or law firm to serve as <br />general legal counsel is lengthy. The City has a need for on-going legal <br />assistance during this process. Currently, the firm of Best, Best & <br />Krieger serves as general legal counsel to the Redevelopment Agency and <br />special counsel to the City. This firm is familiar with City codes and <br />resolutions and is available to provide an expanded level of service. It <br />is proposed that Best, Best & Krieger serve as general legal counsel for <br />the City, and that John E. Brown be appointed as interim City Attorney <br />and Julie Hayward Biggs as interim Deputy City Attorney. Other attorneys <br />in the firm would be assigned to special projects as appropriate. <br />FISCAL IMPACT• <br />Best, Best & Krieger would bill the City on an hourly basis; its current <br />rates are between $105.00-$140.00 per hour.
