CITY OF COLTON
AGENDA REPORT
For Council Meeting of June 16, 1992
TO: Honorable Mayor and City Council
FROM: RICHARD E. ACEVEDO, Finance Directo Yi
SUBJECT: Award of Bid for Polyphase Solid State Date: June 8, 1992
Electronic Meters for the Electric Department
to General Electric Supply Co in the Amount of $15,516.00
BACKGROUND
The Electric Department has a requirement for Polyphase Electronic
Solid State Meters. On May 21, 1992, General Services advertised for
sealed bids for this requirement. Bid opening was held at 3:00 p.m.,
June 3, 1992, in the General Services office.
Two bids were received and evaluated. A Bid Analysis is attached
showing price and delivery. The low bid was received from Maydwell
and Hartzell for Landis & Gyr electronic meters.
DISCUSSION
The bids were evaluated by staff and the Landis & Gyr meters do not
meet the City's Specifications for the following reasons:
1. Landis & Gyr cannot provide Form 13S and 14S solid state
meters.
2. The specification. calls for a guaranteed starting current
range of 3.003 amperes for Form 90, Class 20 meters. They
are offering 0.004 amperes. The City requires the lower range
to realize killowatt hour consumption at light customer loads.
The other bid was received from General Electric Supply Co. for General
Electric solid state meters and it meets the City's specifications.
The City presently has some General Electric solid state, Phase 3
meters in one of the substations. The same computer software program
is utilized to program both types of meters. The use of one software
program will help to eliminate application confusion.
RECOMMENDATION
Staff recommends bid award to General Electric Supply Co. in the amount
$15,516.00.
Report prepared by Mary J.
